REQUEST FOR PROPOSAL: CLASSIFICATION AND COMPENSATION STUDY The City of Spring Hill, Kansas invites the submissions of proposals from firms with expertise and experience in conducting a comprehensive classification and compensation study and analysis. An optional add-on for a benefits and rewards analysis is desired as well from those with the expertise and experience in that area. All deadline times are considered end of day, i.e. midnight, unless otherwise specified. The City of Spring Hill ("the City") is a community of approximately 8,547 residents which was incorporated in 1857. The City operates under a Six Member Council form of government with five Council Members and the Mayor. Currently, the City has 46 full-time employees, 2 part-time employees and as many as 85 seasonal summer employees. The City provides a full range of services normally associated with a municipality, including administration, police, streets, parks, planning and zoning, water and wastewater. The City of Spring Hill is requesting proposals ("RFP") from interested consultants to advise the City of its current standing against market conditions impacting the ability to retain and attract talent. A comprehensive classification and compensation study analysis to include a benefits and awards analysis is desired along with recommendations. This invitation is being extended to firms and organizations with proven experience in providing the services specified herein and with an interest in offering their services to the City. Forthe purpose of this RFP, "Respondents" means the organizations or individuals that submit proposals in response to this RFP. The documents submitted will be referred to as "Proposals". The City's goal is to partner with a reputable consultant who can review job classifications, confirm and recommend changes; establish appropriate benchmarking standards and conduct salary surveys as needed for similar positions; identify potential pay compressions issues and provide potential solutions; analyze and recommend changes to the present salary resolution to meet the market analysis. In addition, an optional add-on for a benefits and rewards analysis is desired. Preparation Costs The City shall not be responsible for proposal preparation costs, nor for the cost, including attorney fees associated with any administrative, judicial or other type of challenge to the determination of the selected proposer and/or award of the contract and/or rejection of the proposal. The City will not reimburse for expenses incurred in preparing the proposal and this RFP does not obligate the City to accept or contract for any services. By submitting a proposal, each respondent agrees to be bound in the respect and waives all claims to such costs and fees.
