Site work for a road / highway in Perinton, New York. Completed plans call for site work for a road / highway.

The Spring Lake Trail Project will construct approximately 2,100 LF of stone dust trail that follows an existing informal footpath between Spring Lake Park in the Town of Perinton and Channing Philbrick Park in the Town of Penfield. Approximately 300 LF of stacked heavy stone armament will be installed to provide streambank stabilization along a heavily eroded portion of Irondequoit Creek. The project also includes construction of a small timber framed structure (5'-11" wide with 4 - 10' spans) along the trail route to span an overflow channel. Due to challenging terrain, access to the project site will be via a temporary creek crossing constructed in accordance with NYSDEC and USACE permit requirements in the location shown on the plans. All permits required for this project have been secured by the Town of Perinton. Bids will be received for a single prime Contract and shall be on a unit price basis as indicated in the Bid Form. This project is funded in part by the Recreational Trail Program (an assistance program of the U.S. Department of Transportation's Federal Highway Administration (FHWA)), Federal Transportation Alternative Program (TAP) - Congestion Mitigation Air Quality (CMAQ) and local funds. As such, this contract is subject to the approval of the FHWA and the NYSDOT. A 5% DBE goal has been established for this contract (as a percentage of the total contract bid amount). There are no M/WBE/SDVOB requirements or preferences contained in this contract. EEO goals in accordance with FHWA 1273 apply and have been established as follows: Minority - 5.3% and Female - 6.9%. Contract will require the use of Equitable Business Opportunity (EBO) software available from NYSDOT. Bidding Documents also may be examined at Perinton DPW, 100 Cobbs Lane, Fairport, New York 14450 on Mondays through Fridays between the hours of 8:00 a.m. and 3:30 p.m.; at plan rooms, or online through internet based construction information subscription services. Attention of the bidders is particularly directed to the requirements of the conditions of employment to be observed and minimum Wage Rates to be paid under the Contract. The Town of Perinton does not discriminate on the basis of handicapped status in admission or access to, or treatment or employment in, its programs and activities. Contract term: 90 Days This project will have temporary disturbance of more than one acre of soil during construction, and stormwater runoff will be discharged to surface waters of the State. Therefore, the project will require authorization under the New York State Department of Environmental Conservation (NYSDEC) State Pollutant Discharge Elimination System (SPDES) General Permit for Stormwater Discharges from Construction Activity (GP-0-20-001). Refer to Appendix A for a copy of SPDES GP0-20-001. In accordance with GP-0-20-001, a Stormwater Pollution Prevention Plan (SWPPP) has been prepared for this project. The SWPPP consists of two major components: o Erosion and sediment control component (Section 2.0-2.15); and o Post-construction stormwater management practice component. The erosion and sediment control (E&SC) component was developed in accordance with GP-0-20- 001 and the "New York State Standards and Specifications for Erosion and Sediment Control". The post-construction stormwater management component is not required for this project. This project is classified as "sidewalk, bike path or walking path projects, surfaced with an impervious cover, that are not part of residential, commercial or institutional development". In accordance with Appendix B, Table 1 of the SPDES General Permit for Stormwater Dischargesfrom Construction Activities (GP-0-20-001) the SWPPP is only required to include erosion and sediment controls. An Electronic Notice of Intent (ENOI) form will be sent to the NYSDEC Bureau of Water Permits to obtain coverage under GP-0-20-001, and a copy of the SWPPP will be provided if requested All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Questions received less than seven days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legaleffect.
