Site work and paving for a road / highway in Bethel, New York. Completed plans call for site work for a road / highway; and for paving for a road / highway.
**As of March 7, 2023, this project has not yet been awarded . A timeline for award has not yet been established. Resurfacing Portions of Approximately 32 Miles of Various County Roads Service-Disabled Veteran-Owned Set Aside: No Partial Depth Repairs: 4. Pay Item No. 404.017901 (Truing & Leveling F9, Asphalt, 70 Series Compaction): Partial depth repairs are intended to attempt to correct deficiencies in the underlying (3"-3.5") pavement structure prior to the application of the leveling and wearing courses. This will be accomplished by "inlaying" (mill and fill) asphalt binder material into the existing pavement. On repair sections that are being overlaid in this bid, the mix will be 25mm (not 37.5mm as in previous projects). Both mix options (19mm & 25mm) have already been selected and specified (See "Scope of Work - Table I - Paving Details" for the breakdown of each mix option by County Road). 5. Detailed tables of the individual repairsections(stationed) for each road will be supplied well in advance of any paving work. Each milled repairsection will have been laid out by the engineer prior to the start of work on each road section (See "Scope of Work - Table I - Paving Details" for the number, total length and average length of repair sections by County Road). 6. Milled repair sections must be filled flush by the end of each production day. 7. Millingsfrom each repairsection must be cleaned to the satisfaction of the engineer prior to the placement of tack coat. 8. Additional traffic control measures will be required, during the production day, to maintain safe passage through the entire work zone (specifically but not limited to ensuring traffic remains in the proper lane while they are traveling in between the milling and paving operations). These additional measures are required to warn the traveling public of the existence of the drops into and out of the milled repair sections. A more detailed Maintenance and Protection of traffic plan will need to be discussed at the required pre-construction meeting. Production Milling: 9. The Contractor should be aware that within the milling areas there may be drainage structures, sanitary sewer manholes and/or water valves. The County will coordinate with the relevant local municipalities prior to the commencement of milling operations. 10. Pay Item No. 490.10 (Production Cold Milling of Bituminous Concrete): Only millings generated from CR's 61 and 161 shall become the property of the Contractor and shall be disposed of at a site obtained by the Contractor. (See "Scope of Work - Table II - Production Milling Details"). 11. Pay Item No. 490.10000005 (Production Cold Milling of Bituminous Concrete): This separate item no. has been included solely for the purpose of determining for the County, an accurate accounting of the potential salvage value for millings. The millings from CR's 47, 103, 104, 107 and 145 will become the property of the County of Sullivan and shall be delivered to a nearby stockpile. (See "Scope of Work - Table II - Production Milling Details" for County stockpile location and approximate mileage from project). The County will supply a loader and operator at the stockpile site to "push up" the millings. Miscellaneous Milling: 12. One (1) rebate shall be milled at the start and end of each asphalt overlay section of highway (one for the wearing course only) and at all County Road or NYS Highway intersections or as ordered by the Engineer. The width and depth of the rebate shall vary asrequired by actual field conditions(See "Scope of Work - Table II A - Miscellaneous Milling Details"). 13. The Contractor should be aware that there is additional miscellaneous milling (apart from rebates) required on CR 13 at County Bridge 129, on CR 161 at County Bridge 200 and on CR 114 in the hamlet of Cochecton. Each milled section will have been laid out by the engineer prior to the start of work on this road section. All millings generated from this miscellaneous milling shall become the property of the Contractor and shall be disposed of at a site obtained by the Contractor. (See "Scope of Work - Table II A - Miscellaneous Milling Details"). Resurfacing: 14. All transverse pavementslopes, whether normal orsuper-elevated,shall conform to existing slopes, or as ordered by the Engineer. 15. Tack coat complying with the requirements of Item 407.0102 will be applied before the placing of all asphalt courses including base, leveling/shimming and wearing courses. 16. Pay Item No. 404.018901 (Truing & Leveling F9, Asphalt, 80 Series Compaction): Some paver placed, shimming or leveling (225 Tons estimated) may be required on rutted sections prior to main line paving of the wearing course. These areas are not extensive and will be marked out by the engineer prior to the paving of that road section. (See "Scope of Work - Table I - Paving Details") for road sections that have been predetermined to need shim work prior to the placement of the wearing course. The remaining tonnage in the proposal (+/- 1,500 Tons estimated), if funding allows, may be placed on additional roads (minimum 500 tons per road) that have not yet been determined. 17. Pay Item No. 608.020102 (Asphalt Sidewalks, Driveways,.........): Pavement shall be extended to meet and provide adequate aprons at existing driveways and intersecting roads for ingress and egress, or as ordered by the Engineer. In general, a ten (10) to fifteen (15) feet wide apron shall be provided at all intersecting roads or a width ordered by the Engineer. Item No. 608.020102 shall be used to remedy possible impacted driveway and Town / County road entrance grades(See "Scope of Work - Table III - Asphalt Pavement at T.H. Ints. / D'ways. (Hand Work)") for more details on intersecting driveways and highways). 18. Pay Item No. 624.020101 (Asphalt Gutter): This Item is to be used to construct a new asphalt "tip-up" guttersection. SCDPW forces will be responsible for prepping the gutter areasfor paving by placing subbase and binder and for additional shoulder backup beyond the asphalt gutter when complete. (See "Technical Specifications Detail - "Asphalt Gutter "Tip-Up" Section") along with ("Scope of Work - Table IV - Asphalt Gutter"). Shoulder Backup: 19. Pay Item No. 203.24010017 (Shoulder Backup Material): This material will be Type D as highlighted in the Technical Specifications and the Contractor will not have the option of the type of material to be used. Note that the maximum particle size in the recycled material will be 1". 20. As an alternate,should the County choose, Shoulder Backup Material Item No. 203.24010017 (Alternate) will be Type A as highlighted in the Technical Specifications and the Contractor will not have the option of the type of material to be used. Pavement Markings: 21. The contractor is expected to inspect all existing marking locations and conditions prior to paving. The County will be responsible for ensuring all sign panels delineating passing zones are properly installed ahead of time. 22. It is the intent of this bid to replace all existing long line pavement markings and hand work in kind. SCDPW personnel will assist with layout if necessary. (See "Scope of Work - Tables V & VI - Pavement Marking Details") 23. It is the intent of this bid to have the pavement markings installed in suitable weather conditions as soon as possible after resurfacing operations have been completed. All pavement markings should be scheduled for installation within twenty-four (24) to thirty-six (36) hours of the completion of the shoulder backup operation. 24. It is the responsibility of the contractor to ensure proper basic work zone and traffic control measures are strictly followed during the application of long line striping as well as the application of hand work pavement markings. County Bridge Resurfacing (CB's 198, 216 & 272): 25. It is the intent of this bid to install asphalt pavement courses only at the County Bridge locations. All other work at these bridges will be performed in advance by SCDPW forces. 26. It is intended that the bridges will be replaced this construction season by County forces. The bridge decks will have the wearing course installed over a rubberized membrane installed ahead by county forces. The contractor will supply the necessary planks to facilitate the crossing of the membrane by the steel drum roller during binder installation. The wearing course on the bridge deck must be placed to the outer edge of the deck around the guide rail mortar pads. 27. M & PT Considerations: - CB 198 (Eldred-Yulan Road) - County Road 33 will be open so two-lane traffic control as per 619 standard spec. will be required during paving operations. - CB 216 (South Hill Road) - County Road 156 will be closed during paving operations. Traffic control will be required on State Route 42 while paving work is completed at the intersection of CR 156 & SR 42. - CB 272 (Denman Road) - Town Road will be closed during paving operations. 28. Pay Item No. 614.060XXX (Tree Removal): The intent of this item is to remove larger, hazardous trees in the road ROW/clear zone that SCDPW forces are not equipped to remove. If necessary, upon request, additional information on the exact location of the treesto be removed can be provided. The County will, where necessary, obtain releases from adjacent property owners. (See Scope of Work - Table VIII - Tree Removal) for more details on tree locations and sizes.
