REQUEST FOR INFORMATION W912HP23S3001 Marine Forces Reserves (MARFORRES) Concord Gas Line Replacement PURPOSE OF THIS ANNOUNCEMENT: This notice constitutes a SOURCES SOUGHT/REQUEST FOR INFORMATION (RFI) only. This announcement seeks information from industry and will ONLY be used for preliminary planning and market research purposes. THIS IS NOT A SOLICITATION NOTICE. No proposals are being requested or accepted with this RFI. The purpose of this RFI is to determine interest and capability of potential qualified contractors relative to the North American Industry Classification code (NAICS) 237120 Oil and Gas Pipeline and Related Structures Construction. The Small Business size standard for this NAICS code is $45.0M. The type of solicitation issued and the manner of advertisement will depend on the responses to this RFI. U.S. Army Corps of Engineers (USACE), Charleston District has been tasked to solicit the interest of prospective offeror(s) to determine the availability of qualified contractors to compete under a potential solicitation resulting from this announcement. The purpose of this RFI is to gauge interest, capabilities and qualifications from industry as the Government must ensure there is adequate competition amongst the potential pool of responsible contractors. Responses to this synopsis will be used as a market research tool in order to determine acquisition strategy and how the upcoming solicitation will be advertised. This RFI is intended for both Small and Large Businesses. BACKGROUND & SUMMARY OF REQUIREMENTS: Background: The Charleston District, U.S. Army Corps of Engineers requires the services of firms to provide installation of a new gas line through as much non-paved surfaces as possible underground to 3 buildings (2 Service lines on one, 1 on each of the others). This will include running the new gas line from the service point to each building and replacement of the exterior valves/meters at each building. The solicitation will result in a firm fixed priced contract. The estimated magnitude of this project will be $100,000-$500,000. Summary of Requirements: This work will be primarily used for the installation of a new gas line through as much non-paved surfaces as possible underground to 3 buildings (2 Service lines on one, 1 on each of the others). This will include running the new gas line from the service point to each building and replacement of the exterior valves/meters at each building. The anticipated contract will provide for both design-build and bid-build capability. Work may consist of: 1. Road, pavement, and concrete repair. 2. Utility repairs, construction, or upgrades. Specifically, gas utility lines. 3. Projects may include work in secure military facilities, where all personnel must be US Citizens and have no felony arrests. (6) Teaming / JV arrangements: Although we are not looking for formal signed agreements at this time, if you intend to "team" with another firm, formally or informally, you must submit information, not more than one (1) page, about your team's involvement. More specifically, you must submit sufficient information for the government to determine the roles each team member will play and what your socio-economic status is or will be considering the proposed arrangement. Therefore, included in your one (1) page if you are a small business and you intend to mentor/protege and/or JV with a large business both team members must sign agreeing that 51% of the profits and managerial function will go to and be performed by the small business. Likewise, if you are an 8(a) firm intending to mentor/protege and/or JV with a large business both team members must sign agreeing that 40% of the labor will be performed by the 8(a) firm. Additionally, if the team is a mentor/protege arrangement, identify the areas that will be mentored. Any supporting documentation that confirms your socioeconomic status as a team should be provided. The Government may not give credit to your socioeconomic class if there is not sufficient documentation or if the Government cannot verify that your business is as such. (7) A Statement of Capability (SOC) stating your firm's skills, experience, and knowledge required to perform the specified type of work will be utilized as a market research tool in making decisions related to the solicitation of this contract. This should include documentation of your breadth in past experience and competence in delivering similar requirements, Design-Build capabilities and your ability to perform multiple task orders simultaneously. If you have multiple office locations, indicate where those are and what areas of the southeastern region you have primarily worked in. The SOC should be no more than four (4) pages in length. (8)Demonstrated Experience: 3 Recent projects performing similar work on a military installation involving utility service lines. Experience in California is preferred.
