Question Deadline: 3/3/2023 02:00 PM (CT) Questions and inquiries about this RFQ shall be submitted in writing via the Q&A feature available through the bidding system at website The City of College Station is soliciting Statements of Qualifications (SOQs) from firms interested and qualified to perform the necessary evaluation, design, and related functions required for development of plans and specifications for the Rock Prairie East Widening Project in the City of College Station. The purpose for this Request for Qualifications is to request engineering services required for the Rock Prairie East Widening Project. The successful engineering firm for this SOQ shall provide investigation/study services, preliminary design, development of construction plans and specifications, bid phase services, and construction administration. It is the City's intent that the successful Firm will be involved for the full duration of the design development, preparation of construction and bidding documents, and construction administration phases of the project. The successful Firm, its subsidiaries, parent entities, partners, other entities that share common ownership or control, and/or any subconsultant firms utilized for this project, are prohibited from bidding on the construction phase of this project. The budget for this project is approximately $16,100,000.00. A general description of the scope of work for this project is provided below. This project includes both the design and construction phase services for the widening of Rock Prairie Road from Town Lake Drive to William D. Fitch. The design shall include the removal of the existing asphalt, base, and subgrade. The new concrete pavement section will include a median matching the previously constructed Rock Prairie Road. East from State Hwy 6 to Town Lake Drive and will also include, but not be limited to, drainage improvements, curb ramps, striping, a separated bike lane or shared use path as permitted. The project may require a traffic impact analysis for a potential signal at the Town Lake Drive intersection as well as a right turn lane. Right of Way (ROW) acquisition is anticipated with this project. A geotechnical review to determine subgrade preparation, pavement thickness, subsequent construction materials testing will be required. Consultant tasks include but are not limited to: 1. Site reconnoitering 2. Site survey, including topographic survey and easement or rights-of-way preparation 3. Coordinating utility relocations 4. Traffic Impact Analysis 5. Tree assessment 6. TDLR registration/inspection 7. Department meetings, public meetings, and/or workshops 8. 30%, 60%, 90% plans and opinion of probable cost at each phase 9. Final design including the preparation of drawings, specifications, and opinion of probable cost 10. Bid phase services 11. Construction phase services including construction materials testing 12. Stormwater pollution prevention plan 13. Traffic control plan 14. Record documents
