The Work to be performed (Project) consists of the installation of 2,972 linear feet of 8-inch water mains, 5 fire hydrants, 2 air release valves, 48 water line laterals, 3,141 linear feet of 8-inch sanitary sewer mains, 60 sanitary sewer laterals and 15 manholes. Contractor shall provide all necessary materials, labor and equipment to complete the Work.Bids will be received for a single prime Contract. The Project has an expected duration of 270 days to substantial completion after the date when the Contract Times commence to run and 300 days to readiness for final payment after the date when the Contract Times commence to run. Bids shall be on a unit price basis as indicated in the Bid Form.Documents are transmitted by the Issuing Office will be considered the Bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Owner will not be responsible for full or partial sets of Bidding Documents, including Addenda, if any, obtained from sources other than the Issuing Office. All addendums will be emailed to the official plan holders list. Bidders will be required to submit a Bid Security in the amount of five percent (5%) of Bidder's maximum Bid price in accordance with the Instructions to Bidders. Upon Contract award, the Successful Bidder must provide performance and payment bonds in accordance with the General Conditions, as may be modified by the Supplementary Conditions, at time of delivery of the executed Agreement to the Owner. Bidders must be licensed contractors as required by Tennessee Code Annotated (TCA) 62-6-103 and 62-6-112. Bidders are required to provide evidence of compliance with TCA Title 62, Chapter 6 before any bidder's bid may be considered. Pursuant to TCA 62-6-119, each contractor / bidder applying to bid for the prime contract and for any masonry contract where the total masonry portion of the construction project exceeds one hundred thousand dollars ($100,000.00), materials and labor, electrical, plumbing, heating, ventilation, and air conditioning contracts, is required to place his / her bid in a sealed envelope showing the bidder's name, contractor license number, license expiration date, and license classification, and for electrical, plumbing, heating, ventilation and air conditioning contracts and for each vertical closed loop geothermal heating and cooling project, the company name, Tennessee Department of Environment and Conservation (TDEC) license number, classification, and the expiration date of same, on the outside of the envelope using the State Contractor Licensing Information Form (Section C00300), except when the bid is in an amount less than twenty-five thousand dollars ($25,000.00). Only one (1) contractor in such classification may be listed. Prime contractor bidders who are to perform the masonry portion of the construction project which exceeds one hundred thousand dollars ($100,000.00), materials and labor, the electrical, plumbing, heating, ventilation and air conditioning must be so designated upon the outside of the envelope. Bids not conforming to these legal requirements are void, shall not be opened or considered. Bids less than twenty-five thousand dollars ($25,000.00) may contain only the name of the contractor on the outside of the envelope. Upon opening the envelope, if such bid is in excess of twenty-five thousand dollars ($25,000.00), the same shall be automatically disqualified and shall not be considered. Per Tennessee Department of Commerce & Insurance Board for Licensing Contractors Rule 0680-01- .24 (2), award of the subcontract to one not listed on the base bid envelope in violation of TCA 62- 6-119 will be subject to review and disciplinary action by the Board. Please submit one (1) set of bid documents on paper with original signatures. No duplicate copies, either printed on paper or in electronic or digital medium, are required. Each Bidder must include with the Bid completed and signed Statement of Bidder's Qualifications, Contractor Safety Information and Acknowledgement of Receipt of Contractor Safety Program, Conflict of Interest Statement, DrugFree Workplace Affidavit, Attestation Regarding Illegal Immigrants or Aliens and Iran Divestment Act Certification. Failure of Contractor to include these documents with the Bid shall result in rejection of Contractor's Bid. No Bid may be withdrawn within sixty (60) consecutive calendar days after the Bid opening date. The City of Franklin reserves the right, as its interest may require, to reject any and/or all Bids, including non- responsive and/or non-responsible Bids, and to waive informalities herein. The City also reserves the right to reject the Bid of any Bidder who has previously failed to perform properly or complete projects of similar nature in accordance with the project schedule.
