As of February 7, 2024, per owner, a design team has been identified and the project is now in design phase. The Town of Wise is seeking proposals from consulting engineering firms who wish to be considered to provide professional engineering services for the West Main Street Pedestrian Improvements Project which is funded by through the Transportation Alternatives program through the Virginia Department of Transportation. The project area begins at the intersection of West Main Street and Birchfield Road and ends at the intersection of D Avenue on the northern side of West Main Street and at the end of the entrance to Moon Dog restaurant, including the entrance apron to Moon Dog restaurant. The Town of Wise reserves the right to accept or reject any or all proposals received as a result of this request, to negotiate with any qualified firm or to modify or cancel in part or in its entirety the Request for Proposal if it is in the best interest of the Town of Wise to do so. This Request does not commit the Town of Wise to provide any payment for costs associated with the preparation of proposals submitted in response to this Request for Proposal. The Town of Wise reserves the right to alter the project delivery method at any time during the contract period. The Town of Wise will notify the consultant of such decisions, revise the scope of services and respective man-hours. The change will be implemented utilizing an additional task order or supplemental agreement based on the contract type. The scope of work shall consist of providing preliminary and final design, right of way, and construction administration to include contract document preparation, advertising and bidding, construction contract award, and full-time construction inspection services as required by the Virginia Department of Transportation. There will be one construction phase to the project with funding from VDOT Transportation Alternative grant award. The project includes new ADA compliant sidewalks (where possible), curb and gutter, and entrances to businesses and residences, ornamental street lamps along both sidewalks on West Main Street. This work is to be accomplished utilizing computerized design and drafting systems compatible with VDOT's automated design and drafting systems. VDOT's roadway design system is GEOPAK Civil Design Software and the drafting system is MicroStation. This project will be developed utilizing VDOT's policies and procedures and FHWA's guidelines. The project is subject to all applicable FHWA and VDOT Transportation Alternative funding and procurement requirements including a 5% DBE requirement for consultant services. The Town of Wise, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US.C Sections 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
