Renovation of an educational facility in Collettsville, North Carolina. Completed plans call for the renovation of a educational facility.
If contractors email their bids, they must also email all other documentation required with the bid including Bonds on the attached forms and MBE documentation. Collettsville Elementary School is located at 4690 Collettsville Rd., Collettsville, NC Baton Elementary School is located at 1400 Baton School Road, Lenoir, NC. The project involves the installation of New Bard HVAC equipment to replace existing units at each of the above schools. The Mechanical Contractor is the Prime coordinating contractor for this project. All work including demolition, structural reinforcing, new ceilings, lights and electrical work shall be in the Mechanical Contract. The Mechanical Contractor is therefore responsible for assuring that all work is complete for the beginning of the 2023 fall school year. All liquidated damages shall the responsibility of the Mechanical Contractor. Note that this project is being funded by the Elementary and Secondary School Emergency Relief (ESSER) Fund and contractors are required to abide by all Federal Fund requirements including Davis-Bacon Wage requirements. (See Addendum A. Federal Compliance Obligations Notice/Contract Addendum following the Standard Form of Agreement.) Pursuant to 2 CFR 200.321 and Caldwell County Schools Procurement 8305-R1, sealed bids received from small, minority-owned and women-owned businesses for discrete portions of the work or that propose alternative delivery schedules will be considered, when economically feasible. Note also that the owner has purchased the BARD equipment and this equipment is stored in the Owner's warehouse located at 214 Clarke Drive, Lenoir, NC 28645. It is the contractor's responsibility to transport the equipment from this warehouse to each of the school work sites. The owner will assist in loading at the warehouse but the contractor shall be responsible for the equipment thereafter. Any damage to the equipment once loaded shall the responsibility of the contractor. Each proposal shall be accompanied by a cash deposit or a certified check drawn on some bank or trust company, insured by the Federal Deposit Insurance Corporation, of an amount equal to not less than five percent (5%) of the proposal, or in lieu thereof, a bidder may offer a bid bond of five percent (5%) of the bid executed by a surety company licensed under the laws of North Carolina to execute the contract in accordance with the bid bond. Said deposit shall be retained by the Owner as liquidated damages in event of failure of the successful bidder to execute the contract within ten (10) days after the award or to give satisfactory surety as required by law. Bid Bonds shall be submitted on the form attached in Addendum B, Insurance and Bond Requirements. A payment & performance bond is required in an amount equal to one hundred percent (100%) of the contract price, conditioned upon the faithful performance of the contract, and upon the payment of all persons supplying labor and furnishing materials for the construction of the project. Performance and Payment Bonds shall be submitted on the form attached in Addendum B, Insurance and Bond Requirements. Any and all questions shall be addressed to Brittain Engineering, Inc. The Owner reserves the right to reject any or all bids and bidders, to waive informalities and to determine the low bidder in case of tie bids.
