Renovation of a municipal facility in West Burlington Township, Pennsylvania. Completed plans call for the renovation of a municipal facility.

The Pennsylvania Game Commission (PGC) is soliciting electronic Bids for a new Crew Headquarters building to be used for office space and the storage of maintenance implements and tools. The scope of the project includes the construction of a 40' x 80' pole building with all framing, installation of metal siding and roof panels, concrete floor, insulation, interior wall finishes with FRP and metal, installation of garage & man doors, installation of windows and other building appurtenances. In accordance with the Separation Act (P.L. 155, May 1, 1913), separate bids are required and shall be submitted for the following Construction Contracts: CONTRACT NO. 1 - GENERAL CONTRACT NO. 2 -MECHANICAL CONTRACT NO. 3 - PLUMBING CONTRACT NO. 4 - ELECTRICAL When bidding, amount Bid should be in dollars and cents-----no fractions of a cent will be accepted. Questions concerning project specifications and requirements should be directed to Matthew Spotts (PGC Engineering Division) by phone at 717-787-4250 Ext. 73614 or by email: matspotts@pa.gov. Any questions concerning completion of the electronic Bid should be directed to the PGC Contracts and Procurement Division at 717-787-6594. Bidders should visit the site to ascertain the pertinent conditions such as access, site contours, proximity of utilities, structural characteristics of the buildings and general site conditions in the work area. Please contact Mr. Phillip Kasper, PGC Northeast Region Group #5 Land Manager Group Supervisor at 570-675-1143 for directions and arrangements to visit the site. An alternate Contact is Game Lands Maintenance Supervisor Mr. John Hardenstine. To contact Mr. Hardestine, please call the SGL #289 crew building at 570-297-4686. The personnel that work in this building are frequently out in the field so please leave a message. A location map is included on the drawing. This area is not restricted, but bidders interested in viewing the site should contact Mr. Kasper or Mr. Hardestine to get directions and to announce your arrival onto PGC property. Bidders shall be experienced and fully capable to perform the type and extent of Work required on this project. After Bids are opened, the PA Game Commission reserves the right to request the names and contact information from at least three (3) references for projects completed within the previous three (3) years that are similar in size and scope in order to verify experience and qualifications. Reference information shall include: Project Name, Description, and Final Cost; and Reference Name, Company, Address, and Phone No. Attached to the project listing in electronic format are this Bid Notice, Project Terms and Conditions, Specifications, and applicable Drawings / Details. These documents are all part of the electronic proposal. Bids must be submitted electronically using the SRM system and must be submitted by the Bid Opening date and time listed above. A bid guarantee or bond is not required. The Commonwealth reserves the right to reject any and all Bids, to waive technical defects in Bids and to accept or reject any part of the Bid deemed in the best interests of the Commonwealth. Except as otherwise provided by law, award will be made to the lowest responsible and responsive Bidder, and all Bidders will be advised of the Bid results. A Purchase Order will be generated at the time of award without further input from the successful Bidder. Awarded vendor will be sent a copy of this document and no work will be authorized until the vendor is in receipt of the Purchase Order. All vendors who conduct business with the Pennsylvania Game Commission must have a Vendor Number assigned to them in order to conduct business and receive payment from the Commonwealth. CONTRACT NO. 1: GENERAL CONSTRUCTION CONTRACT NO. 3: PLUMBING CONSTRUCTION CONTRACT NO. 2: MECHANICAL CONSTRUCTION CONTRACT NO. 4: ELECTRICAL CONSTRUCTION All questions regarding the IFB must be submitted in writing to the email address of the Issuing Officer provided in the solicitation. While there is no set timeline for the submittal of questions, questions received within 48 hours prior to the bid due date and time will be answered at the discretion of the Commonwealth. The intent of this project is to construct a new 40' x 80' pole building to serve as the Pennsylvania Game Commission (PGC) maintenance crew headquarters. The new building is in West Burlington Township, Bradford County on State Game Lands #289. The project consists of constructing the pole building structure with concrete floor slabs, wood framing, installing metal roofing and siding panels, installing insulation, interior OSB walls w/FRP panels, installing doors, windows, installation of HVAC, electrical and plumbing building systems and other building appurtenances. Connections of the utilities for the new building are part of this project and include the telephone, electric, sewer and water supply systems. Piping and connection to an existing on site septic tank and seepage bed which is part of the plumbing contract. The connections including trenching and backfilling will be the responsibility of the associated contract. The site is mainly level but will need some excavation and additional fill w/stone for the extension of the existing parking area. This is included in the quantities. The work area for this project is on State Game Lands #289. The building site is located approximately 8 miles East of Troy at the intersection of U.S. Route 6 and Steam Hollow Road, 22 Game Commission Lane, Troy, PA 16947. The property is owned by the PGC.
