Remodeling and renovation of a municipal facility in Bend, Oregon. Completed plans call for the remodel of a municipal facility; and for the renovation of a 2,400-square-foot municipal facility.
Deschutes County (hereinafter referred to as "Owner") will receive bids for the renovation of approximately 2,400 sq. ft. of the detention facility located on the first floor of the Deschutes County Juvenile Community Justice Building in Bend, Oregon. Work: The work consists of demolition of existing cabinetry, interior bearing and nonbearing walls, ceilings and plumbing fixtures. Relocation of existing mechanical ducting, plumbing and electrical as required. Construction of new walls, ceilings, cabinetry, structural beams and columns and finishes. Remodel will serve to convert an unused detention shelter into two meeting rooms, two offices, two storage rooms, one bathroom and one new coffee bar for the detention department. There will also be upgrades to the site and two existing public restrooms to bring items into compliance with the ADA code. Last Day for Questions - 2/23/2023 by 5:00 pm Addendum 1 Issued - 2/27/2023 by 5:00 pm Subcontractor Disclosure shall be submitted no later than 12 p.m. on the same date in a separate envelope and shall be clearly marked, SUBCONTRACTOR DISCLOSURE FOR DESCHUTES COUNTY JUVENILE COMMUNITY JUSTICE REMODEL PROJECT. The official bid clock is located in the office of the Deschutes County Facilities Building reception. Bids shall be made on the forms furnished within the Advertisement to Bid, incorporating all contract documents, including all addenda and the Bid Bond or Cashier's Check for the minimum amount of 10 percent of the Bid Price. The envelope shall be clearly marked "CONSTRUCTION BID FOR DESCHUTES COUNTY JUVENILE COMMUNITY JUSTICE REMODEL PROJECT" and shall contain the name and address of the bidder. Submission Notice: NOTE: All proposals submitted in response to this RFP shall become the property of Deschutes County and may be utilized in any manner and for any lawful purpose by Deschutes County. Be advised that proposals and all documents submitted in response to this RFP are subject to public disclosure as required by applicable state and/or federal laws. If you intend to submit any information with your proposal which you believe is confidential, proprietary, or otherwise protected from public disclosure (trade secret, etc.), you must separately bind and clearly identify all such material. The cover page of the separate binding must be red, and the header or footer for each page must provide as follows: "Not Subject to Public Disclosure". Where authorized by law, and at its sole Where authorized by law, and at its sole discretion, Deschutes County will endeavor to resist disclosure of properly identified portions of the proposals. Since this project is for a public work, it is subject to the state prevailing rates of wage under ORS 279C.800 to 279C.870. No bids will be received or considered by Owner unless the bid contains a statement by the bidder that the bidder will comply with the provisions of ORS 279C.838 & 279C.840, "Payment of prevailing rate of wage; posting of rates and fringe benefit plan provisions." Each bid must contain a statement as to whether the bidder is a resident bidder, as defined in ORS 279A.120. Owner may reject any bid not in compliance with all prescribed bidding procedures and requirements and may reject for good cause any or all bids upon a finding of Owner that it is in the public interest to do so. The protest period for this procurement is seven (7) calendar days. The County may reject any bid not in compliance with all public bidding procedures and requirements, including the requirement to demonstrate the bidder's responsibility under ORS 279C.375(3)(b), may waive any irregularities, and may reject for good cause any or all bids upon a finding of the County it is the public interest to do so. The County may also cancel this invitation in accordance with OAR 137-049-0270.
