Site work, paving and renovation of a mixed-use development in Orland Park, Illinois. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and for the renovation of a water / sewer project.

Bids will be received for the following project: Regional Water System Improvements Water Transmission Main Bid Package No. 7B The Work includes, but is not limited to the following: Installation of approximately 10,825 feet of 30-inch water transmission main with associated fittings, valves, meters, air and blowoff valves; two jack and bore locations with 48-inch steel casing pipe totaling 279 feet; replacement of a 6-inch to 36-inch storm and sanitary sewers with watermain quality pipe and associated catch basins and manholes; road restoration including catch basin, curb, and inlet restoration/adjustments; restoration of vegetated areas including permanent seeding; utilities protections; maintenance of traffic; and erosion control. Work at the Main Pump Station site includes building the new North Intake Facility, approximately 250 feet of 36-inch transmission main and 90 feet of 48-inch transmission main with associated fittings and valves that includes one connection to 36-inch CIP pipe and on connection to 36-inch PCCP, restoration of a bike path, school parking lot, and vegetated areas including permanent seeding; utilities protections; and erosion control. There are four (4) total transmission main connections to the existing system that are included as Bid Item No. 4. All work associated with this bid item are to be conducted by qualified mechanical contractor per Contract Documents and approved by the OWNER. Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this Notice to Bidders or any resulting contract. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Public Water Supply Loan Program (35 IAC Part 662), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), the IL Works Jobs Program Act (Apprenticeship Initiative) Information [30 ILCS 559/20/20-1], and the "Use of American Iron and Steel" requirements contained in Section 436 of H.R. 3547, and the Build America, Buy America Act [Pub. L.No.117-58, 70901-52], The Consolidated Appropriations Act, 2014, and the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this executive order are explained in 41 CFR 60-4. This procurement is also subject to the increased use of disadvantaged business enterprises in accordance with 40 CFR Part 33, as amended. The Loan recipient's policy requires all bidders to undertake specified affirmative efforts at least 16 days prior to Bid opening. Bids shall be submitted on the forms provided in the Bidding Documents and in accordance with the Instructions to Bidders. Bids shall be accompanied by a Bid Security in the amount of 10 percent of the total Bid amount as guarantee that, if the Bid is accepted, a contract will be entered into and the performance of the contract properly secured. The Bid Security shall be in the form of a bid bond, cashier's check, or certified check payable to the order of the Village of Oak Lawn. No Bid will be considered unless accompanied by such bid bond or check. A Performance Bond and Payment Bond, each in the amount of 100 percent of the Contract Price and with a corporate surety as allowed by Article 5 of the Conditions of the Contract, will be required from the Successful Bidder to guarantee the full performance of the Contract. The Contractor will be required to pay no less than the higher of the rates required by the Davis-Bacon Act and the Illinois Prevailing Wage Act for each classification of work. The Contractor will also be required to comply with the equal opportunity provisions set forth in the Bidding Documents and all Federal, State, and Local regulations. The Village of Oak Lawn reserves the right to determine the low, responsive, responsible bidder, to waive irregularities, and to reject any or all Bids.
