The City of Concordia is accepting sealed bids for replacement of the Concordia/Cloud County Tower Generator Project. This project is being funded by a federal Department of Justice grant awarded to the Concordia Police Department to complete an emergency communications project throughout Cloud County. This generator is a critical component to ensure emergency communications remain operational during a power outage. Time is of the essence for procurement, installation, programming, and start-up. Owner reserves the right to reject any and all bids and to waive informalities and irregularities. The City intends to replace two (2) generators and add five (5) generators to support emergency communications radio towers at seven (7) locations throughout Cloud County. The successful bidder will be responsible for removal and disposal of two (2) existing generators, procurement, installation and startup of seven (7) new generators. The new generators shall be equipped with fully functioning automatic power transfer switches to ensure continuous power to emergency communications radio towers during power outages. The successful bidders shall provide a detailed project schedule including projected downtime of each radio repeater. Bi-weekly progress meetings are expected and will be scheduled and facilitated by the successful bidder. The successful bidder shall assemble all warranty and operation and maintenance manuals and shall provide them to the City prior to final completion. The successful bidder shall provide training on the operation of all generators following startup and prior to turnover of the equipment to the City. Successful bidder shall begin the Work upon receipt of the Notice to Proceed and shall complete the Work within the timeframes stated by the contractor on the bid form. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder. Bid security shall be submitted with each bid in the amount of five percent (5%) of the bid amount. No bids may be withdrawn for a period of 30 days after opening of bids.
