The City of Hialeah Gardens, FL in an effort to become more energy efficient is requesting statements of qualifications for the implementation of a guaranteed energy savings performance contract. The City's objective in issuing this Request for Qualifications is to provide a means by which to select a single qualified provider to provide energy saving services, more specifically to analyze the City's current energy usage and provide a program by which the City may reduce energy costs by installing or implementing energy efficient programs. Perform the implementation of a guaranteed savings contract. The contract shall follow Florida Statute 489.145. Final selection will be made in accordance with the policies and administrative directive of the City Council and in accordance with statute. The purpose for issuing this request is to identify and select a qualified provider, or energy services company, to perform the implementation of a guaranteed energy savings performance contract. Suppliers shall be able to provide comprehensive design build, construction, building management and energy services, including, but not limited to, the performance of investment grade energy audits, the program design by professional engineers, selection of energy conservation measures, and necessary installation of energy efficient systems, ongoing support and training services, assistance in securing financing for the transaction, and accountability for system performance, measurement and verification, and cost of operations savings. Responses should be specific as to the method of the implementation, energy conservation, energy management, maintenance, training, and overall service.. The City reserves its right to: reject any or all proposals, with or without cause; waive minor irregularities with regard to the proposal requirements and the proposals received; and award the City's work to a Proposer that is responsive, responsible, and provides the best overall value to the City, as determined by the City in its discretion. The City also reserves its right to award the City's work to multiple vendors, based on the City's needs. By submitting a proposal in response to this Solicitation, a Proposer acknowledges that it accepts all of the terms, conditions, and limitations imposed on the Proposer by this Solicitation. Proposals received will be evaluated by a Selection Committee on March 31, 2023 at 10:30 a.m. at Hialeah Gardens City Hall, Council Chambers, 10001 N.W. 87th Avenue, Hialeah Gardens, Florida.
