Site work and paving for a civil project in College Station, Texas. Completed plans call for site work for a road / highway; water / sewer project; and for paving for a road / highway.

This project is to eliminate water ponding in Egremont Court Cul-De-Sac where the pavement has subsided. The work includes removal and replacement of the subsided concrete pavement, a drainage system which will drain the concrete pavement to a new location, and all the various items required to complete this construction. The subsidence of the concrete pavement has not been fully explained, but the contractor shall anticipate perched water and heaving soils. The residents in this cul-de-sac and the adjacent swimming pool facility have experienced substantial issues with the soils remaining saturated for extended periods of time and ponding in the streets for months. The most likely source of the water is natural rainfall trapped under the graded yards, conveyed to this point by a small channel which was filled during construction of the neighborhood. The small channel is evident on the historical photographs and aerial topography. This condition is commonly called "perched water." A second possibility is a leaking domestic water line or water line fitting. There is a domestic waterline blow off located very near where the perched water seems to be the most noticeable, but City Utility workers have excavated and inspected the blow off and found it to be functioning normally. A third possibility is the potential for organic debris trapped under the fill placed with the subdivision construction. The organic debris would degrade with time and cause a subsidence failure. However, the fills in this area are shallow. A fourth possibility is the occurrence of an unusual soil type (silty sand) known to be problematic. This soil type is strong when dry but "pumps" (moves like playdough) when saturated. If this soil type is shallow below the pavement the subsidence would be explained by the gradual ejection of the silty sand soil from under the pavement. The contractor should be aware of these known issues and know that change order requests due to working conditions shall not be approved because these issues are expected. Bid Alternate A is the Cement Stabilization of the Subgrade below the pavement for the 436 SYs of concrete pavement. Bid Alternate B is the Lime Stabilization of the Subgrade below the pavement for the 436 SYs of concrete pavement. Bid Alternate C is the use of Polypropylene Pipe (PP) (ADS "HP Storm" per ASTM F2881 w/ Water Tight Joints) Questions and inquiries about this RFP should be submitted electronically. The deadline for submitting written requests for clarification is Tuesday, February 28th, 2023, at 2:00 p.m. CDT.
