In general, the scope of this project consists of a replacement of approximately 1,100 linear feet of water main within Church Road near the intersection with Sicklerville Road. The work will include replacement of water services, fire hydrants, and road restoration in the area of the project. All work shall be constructed in accordance with the Township of Winslow and County of Camden requirements. Proposals must be on the official proposal form which can be downloaded from electronically . Proposals must be submitted in a sealed envelope, addressed to the Purchasing Agent, Township of Winslow Municipal Building, 125 South Route #73, Braddock, New Jersey 08037 and identified as "Bid CHURCH ROAD WATER MAIN REPLACEMENT" Specifications provide for receipt of bids by mail. Those bids which are mailed to the contracting unit shall be sealed, properly marked and shall only be opened for examination at such time and place as all bids received are unsealed and announced. The Township Committee and its Solicitor will be the sole discretionary body for consideration or rejection of the proposals. 2. PRE-BID MEETING: No pre-bid meeting is scheduled for this project. Failure of the Contractor to familiarize themselves with the site shall not exempt that contractor from fulfilling all the terms of this contract. 4. AFFIRMATIVE ACTION REGULATIONS: Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 and N.J.A.C. 17:27 et seq. The work of this project consists of the following: A. Conduct test pits for anticipated utility crossings or other locations, only at the direction of the Engineer or as noted on the drawings. B. Furnish and install new water main with polyethylene wrap as shown on the attached plans and as specified herein. Installation of MJ restrained CLDIP tees, fittings, valves and connections as shown on drawings and required to create a complete and functioning system. Contractor shall be responsible for restraining all uncovered water main to eliminate pull outs during construction of the proposed work and re-pressurization of the main. C. Furnish and install all project related appurtenances including but not limited to valves, fittings, restrained fittings, utility offsets and miscellaneous appurtenances as shown on the drawings and as specified for a complete project. D. Furnish and install bituminous asphalt paving restoration of trench areasin accordance with Township restoration and permit requirements or as directed by the Engineer. E. Furnish and install new fire hydrant assemblies to be provided in locations as determined by the Owner. The installation of the new hydrant shall be a complete assembly including isolation valve as shown on the contract drawings. The installation of new fire hydrant assemblies shall also include all piping, fittings, hydrant, isolation valve with valve box and lid, restraints, thrust blocks, connection to water main / tee, backfill material, and disinfection, complete. No hydrants may be installed without the location approved by the Owner. Existing hydrants shall be removed as described herein after the new hydrants are in service. F. Furnish and install new 1" Type K copper waterservices, water meter and meter pit, moling from main to curb valve, including corporation stop and curb stop / box, complete. This work will also include connecting existing service line on customer side of meter. G. Furnish and install topsoil, seed and fertilizer to all disturbed areas. H. All related incidental work including soil erosion and sediment control measures, traffic control, dust control, cleaning and restorations. I. Furnish and install all restorations as required for a complete project as shown on the drawings and as specified herein. J. Mill and overlay entire half of road including the excavated trench. K. Contractor shall provide all traffic control measures as outlined in the traffic control plan and detour plan. In addition, the Contractor shall make provisions for local resident accessto their properties. Contractor shall note that there is a Fire Station located within the project area. Emergency vehicles shall be able to access Church Road from the Fire Station in both directions during the project, in the event of an emergency.
