They must be deposited in a sealed envelope and on the envelope must appear the number and title of the contract for which the tender is made. Only tenders prepared on the forms presented in the estimate will be accepted. The municipality does not undertake to accept the lowest or any of the tenders received. The tenderer is not entitled to any compensation for the costs incurred for the preparation of the tender.
