The City of Hartford has been awarded federal funding through the WisDOT Surface Transportation Program (STP) - West Bend Urbanized Area, which is 80% (federal)-20% (local), for the design an approximately 1.3 mile mill and overlay of Independence Av. in the DodgeIndustrial Park. The project would include the addition of street lighting between Liberty Av. and the Rubicon River bridge (B 66 714 95), curb & gutter repair/replacement and other related work. The purpose of this document is to provide interested parties with information to enable them to prepare and submit proposals for the design and preparation of preliminary and final engineering plans, specifications and estimates for the 2705-06-00/70 mill and overlay of Independence Ave, STH 60-W State St. Design is scheduled for FY 2023 a signed contract must be encumbered before June 30, 2023. Construction is scheduled for 3/11/2025, PSE is 11/1/2024. o Pavement evaluation and design for milling and overlay.
o Removal and replacement of various sections of curb and gutter where needed.

o Evaluation of bridge approach drainage and possible removal of curb and gutter and
introduction of concrete flumes to improve drainage away from the structure B 66
714 95.
