The preliminary scope of work may include or comprise of the following but are not limited to: 1. Redevelop project requirements regarding size, number of beds, justice system needs, space needs, custody population, operational staffing, and other jail system factors that are consistent with best practices, the two jail consent decrees, legal imperatives, statutes, rules, and limitations; 2. Develop rough order-of-magnitude cost estimate; 3. Advise the County on the design and construction acquisition strategy within the limits of the Public Contracts Code, or offer alternatives that could be supported legislatively; 4. Support the County by consulting throughout the project; 5. Identify all existing correctional construction firms that can perform the needed services and likely respond to a solicitation, as to maximize the number of bidders; and 6. Benchmark the latest approaches from other agencies in order to adjust solicitation requirements and obtain the best bidders. Create a fresh list of those firms that will likely respond to build a robust pool of bidders.
