Bids must be made on the proposal forms provided in the bid documents in the manner designated and enclosed in a separate sealed envelope with the name and address of bidder and name of job noted on the outside of envelope. The Board of Education does not accept electronic (e-mail) submission of bids. Bids must be accompanied by a Bank Check or Bid Bond drawn to the order of the South Orange / Maplewood Board of Education for not less than ten percent (10%) of the amount of the bid, but in no case in excess of $20,000.00. Any bid submitted under the terms of New Jersey statutes not including a copy of the valid and active Pre-qualification/Classification Certificate will be rejected as being non-responsive to bid requirements. Statement of Ownership Requirement: Pursuant to N.J.S.A. 52:25-24.2, Bidders shall submit a statement setting forth the names and addresses of all persons and entities that own ten percent or more of its stock or interest of any type at all levels of ownership. A Non-Collusion Affidavit and a Contractor Questionnaire/Certification also must be submitted with the bid. The bid package will also include other documents that must be completed and returned with the bid. Failure to comply with Instructions to Bidders and to complete and submit all required forms, may be cause for disqualification and rejection of the bid. All bidders must be licensed to perform Asbestos Abatement work by the New Jersey administrative/jurisdictional authorities. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. (Affirmative Action), PL 1999 Chapter 238 (Public Works Contractor Registration Act), NJSA 10:5-41, New Jersey School Development (SDA) prequalified, and 10:2-1 et seq. and NJSA 34:11-56 (Prevailing Wage rate). The Board of Education reserves the right to reject any or all bids pursuant to N.J.S.A. 18A:18A-2(s), (t), (x), (y), N.J.S.A. 18A:18A-4(a), N.J.S.A. 18A:18A-22, and to waive minor informalities or non-material exceptions, that may be in the best interest of the Board.
