Division of Wildlife Resources. CXT vault toilet will be excavated and relocated from base of Big Sand Wash Dam to the location marked at the top of the dam. Work must be completed by May 15, 2023. This Request for Quotes "RFQ" is issued in accordance with State of Utah Procurement Code and the Utah Administrative Code. If any provision of this RFQ conflicts with the Utah Procurement Code or the Utah Administrative Code, then Utah Procurement Code and then Utah Administrative Code will take precedence. Purpose of this Solicitation: The purpose of this RFQ is to enter into a contract or purchase order with the responsive and responsible vendor that submits the lowest cost to : excavate and relocate the CXT vault toilet currently located at the foot of the dam, up to the top of the dam where it is far more convenient to use when you're already on the water. (See Attachment B: Scope of Work for further details.) Closing date and time The closing date and time for this sourcing event is as provided in this posting. Background: The DWR's mission is to serve the people of Utah as the trustee and guardian of the state's protected wildlife. A large part of that is providing excellent sportfishing opportunities to the anglers of Utah which is not just providing excellent fishing. It also means improving anglers' overall experiences while out fishing. Unfortunately, it is challenging to see a waterbody as "beautiful" or just as a nice place to fish if human waste is left scattered around the shoreline or if folks can regularly be observed using the lake as their toilet. In an effort to reduce this, we will be moving the vault toilet to a more convenient location. Solicitation Number: The solicitation number for this RFQ is Solicitation #JH23-60. This solicitation number must be referred to on all quotes, correspondence, and documentation submitted to the State relating to this RFQ. Evaluation of Quotes: Each quote received shall be evaluated for responsiveness in as outlined in the Utah Procurement Code. This RFQ shall be evaluated by the objective criteria described in this RFQ. Quotes submitted must comply with the specification identified in this RFQ. Any quote that does not comply with the prerequisite and questions sections will be deemed non-responsive and will be rejected. Multiple or alternate quotes will not be accepted. If a vendor submits multiple or alternate quotes, the State will only accept the bidder's primary bid and will not accept any other bids constituting multiple or alternate bids. Any exceptions to the content of this RFQ, including the specifications, must be protested in writing to the Division of Purchasing prior to the closing date. Vendors must review each section of this RFQ carefully before submitting a quote. The Division of Purchasing may solicit other quotes email, phone, or other methods as permitted by the Utah Procurement Code or applicable Administrative Rules. Vendors are prohibited from communications regarding this RFQ with the conducting procurement unit staff, evaluation committee members, or other associated individuals EXCEPT the State of Utah Division of Purchasing procurement officer overseeing this RFQ. Wherever in this RFQ an item is defined by using a trade name, brand name, or a manufacturer and/or model number, it is intended that the words, "or equivalent" apply; and invites the submission of equivalent products by the Bidders.
