Site work and renovation of a civil project in Tucson, Arizona. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

City of Tucson, hereinafter referred to as "City", is conducting a competitive TWO-STEP process to select a qualified construction manager/general contractor to provide design phase assistance and complete construction services as the Construction Manager at Risk (CMAR) for the facility improvements. This facility improvement will include: a potable water storage reservoir, booster pump station, all associated piping, valves and appurtenances and all associated electrical and control equipment. QUESTIONS SHALL BE DIRECTED TO: Andrew Klos (520) 837-6685 andrew.klos@tucsonaz.gov Question Deadline 03/04/2023 The estimated construction cost is approximately $11,500,000 The purpose of the new new 4-million gallon (4 MG) reservoir will be to provide potable water to Tucson Water's G, H, and I zone service areas. The project site is an existing facility located approximately 15 miles east-southeast of downtown Tucson. The qualified construction manager/general contractor retained by the City will provide design phase assistance and complete construction services as the Construction Manager at Risk (CMAR) for the facility improvements. The design engineer (Engineer) for this project is Westland Resources/Stantec. The selected CMAR will be expected to participate as part of the design team and work closely with the Engineer and the City throughout the project. The CMAR will be responsible for adherence to the design schedule, construction schedule, and project budget. The CMAR will provide continuous value engineering and constructability consultation, and will complete regular cost and schedule updates. Prior to construction, the CMAR will assume the risk of delivering the project through a Guaranteed Maximum Price (GMP) contract. GMP, for this contract, is defined as the sum of the maximum cost of the Work; the CMAR's construction fee; general conditions fee; taxes, bonds, insurance costs; and bid contingency as proposed and approved pursuant to the CMAR Standard Terms & Conditions contained herein. The approved GMP will be made part of the Construction Services Agreement by executing an amendment or additional amendments for phased construction. Construction Phase Services by the CMAR will include but not limited to the following: o General contracting and construction o Team management/coordination o Critical Path Scheduling o Processing submittals in a timely process o Cost controls/change order management o Subcontracting o Field management o Safety/QC programs o Project close out/warranty period services Specific CMAR Requirements for this project will include but not limited to the following: o Coordination of work with other agencies, utilities, and/or contractors to improve efficiency of any work interfacing. This may include utility relocation, road work, sewer construction, and off site water work. o Development and evaluation of opportunities to accelerate construction of the project. o Development and evaluation of opportunities to reduce the overall cost of the project.
