The City of Los Angeles, Bureau of Engineering (BOE), Geotechnical Engineering Division (GED) is requesting a Task Order (TO) Proposal for the Fire Station No. 3 Groundwater Monitoring and Remediation Project. The Scope of Work shall include 1) Preparation of a Health and Safety Plan, 2) Waste Discharge Requirements Fees and monitoring waste disposal, 3) Monitor 17 existing wells semiannually, 4) Implement an approved Workplan for a Bio sparging Pilot Study. The Project site is located at 108 North Fremont Avenue, Los Angeles, CA 90012. Groundwater has been monitored in wells for a number of years. The Project will consist of continued semi-annual groundwater monitoring, waste discharge requirements (WDR) compliance, permitting and reporting; and implementation of a bio sparging workplan prepared by AECOM dated October 2022, attached, approved by the Los Angeles Regional Water Quality Control Board in January 2023. Pay the required fees for the WDR Permit for billing periods July 1, 2023 through June 30, 2024 when that invoice is issued from the State Water Resources Control Board, usually in late December for January payment. It is anticipated to be approximately $20,000. Costs for the groundwater wells to be monitored as part of the WDR permitting may be included in the Semi-Annual Groundwater Monitoring (SAGWM) task as stated below for two semesters. The on-call Geotechnical and Environmental Contracts (Article 8) require the use of Minority Business Enterprise (MBE), Women Business Enterprise (WBE), Small Business Enterprise (SBE), Emerging Business Enterprise (EBE), Disabled Veteran Business Enterprise (DVBE) and Other Business Enterprise (OBE) firms. For this Contract, the City has set anticipated subconsultant participation levels of 18% MBE, 4% WBE, 25% SBE, 8% EBE, and 3% DVBE. Consultants are encouraged, to the extent possible, to maintain these percentages throughout the invoicing for each of the task orders issued under the Contract. The method of Contractor Selection has not been Determined at this time.
