Job No. D-98-102-20, FAU Rte. 9153 (IL Route 3 Connector), Phase II Project, St. Clair County, Region Five/District Eight. This project may contain Federal Funds. This project requires 21% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0.07. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on May 3, 2023, at 10:00 AM at the Region Five/District Eight Office in Collinsville. Phase II engineering services required for this project include the preparation of all Plans, Specifications and Estimates (PS&E documents) for this project for the construction of a 1.6-milelong new arterial connection between relocated Illinois Route 3 and Illinois Route 203 in Madison and St. Clair Counties. Included in this contract is the preparation roadway and structure plans, maintenance of traffic plans, retaining wall plans, drainage plans, detention basins, storm water pollution prevention plan, erosion control plans, pavement designs, roadway lighting plans and traffic signal plans. Phase II work may also include, but are not limited to, public involvement, geotechnical boings/cores and analysis, roadway geotechnical reports, structure geotechnical reports, detailed traffic management plans and all other necessary related work to complete Phase II. The Consultant shall provide a new topo survey. The department will furnish the Consultant with any existing structure and roadway plans, structure inspection reports, agency coordination, existing right-of-way plans, existing and projected traffic data, utility coordination, crash data, and other relevant and available information as necessary. The completion date for this contract will be 60 months after authorization to proceed.
