Renovation of a municipal facility in Kittanning, Pennsylvania. Completed plans call for the renovation of a municipal facility.

The Housing Authority of the County of Armstrong (the Housing Authority) will receive sealed bids for the Administration Building Flooring Replacement project located in Kittanning PA for the project. Bids must be sealed and shall be marked as follows: The name and address of the Contractor submitting the bid should also be clearly labeled on the outside of each bid envelope. Administration Building Flooring Replacement Bid Documents - General Construction Attn: Ms. Marty Sutton, Executive Director The project consists of flooring removal and replacement at the Housing Authority owned Administration Building located in Kittanning, Armstrong County, Pennsylvania. Bids must be on a combined lump-sum basis; separate Bids for individual trades will not be accepted. Project is to be substantially completed within 150 calendar days from the date of the Notice to Proceed. This contract is federally assisted. The Contractor must comply with the Davis-Bacon Act. Only a Contractor obtaining Bid Documents from the Consultant will be considered to be a registered bidder. The Bidding Documents are available for purchase by Prime Contract Bidders for the non-refundable sum of $50.00 or a digital set of bidding documents are available in pdf format for the sum of $25.00 with all checks made payable to "Stiffler Mc Graw & Associates". Incomplete sets of Bidding Documents will not be issued. A non-refundable postage and handling charge of $10.00 per printed set will be added for each set that is mailed to Bidders. Payment must be received before documents will be released. The Housing Authority and Consultant assume no responsibility for delay or loss due to mailing. A certified check or bank draft, made payable to the order of "Housing Authority of the County of Armstrong", U.S. Government Bonds, or a satisfactory Bid Security (Bid Bond) executed by the Bidder and an acceptable surety, in the amount equal to ten percent (10%) of the total Bid, must accompany the Bid in accordance with the Instruction To Bidders. No Bid Surety shall be waived or returned because the Bidder has failed or cannot comply with any requirements set forth in the plans, specifications or any applicable statutes of the Commonwealth of Pennsylvania or any applicable municipal ordinances. Bid may not be modified, withdrawn or cancelled by the Bidder within sixty (60) calendar days following the time and date designated for the receipt of Bids, without the written consent of the Housing Authority. The surety must be a Guarantee or a Surety Company acceptable to the U.S. Government as published in the U.S. Treasury Circular No.576 and must be licensed to do business in the Commonwealth of Pennsylvania. The successful Bidder will be required to furnish and pay for an assurance of completion of project in the form of Payment and Performance Bonds, each in the amount of 100% of the Contract Price; a cash escrow in the amount of twenty percent (20%) of the Contract Price; or an irrevocable letter of credit in the amount of twenty-five percent (25%) of the Contract Price. 2/14, 2/21 Attention is called to all Bidders that all applicable Equal Employment Opportunity requirements for federally-assisted construction contracts must be complied with. This includes strict compliance with Executive Order 11246, as amended (establishing a goal of 6.9% for female employment and 5.0% minority percentage by craft); Nondiscrimination; Executive Order 11625, Minority Business Enterprise; Executive Order 12138, Women Business Enterprise; Section 3 of the Housing and Urban Development Act of 1968; Civil Rights Act of 1964; Minority Business Participation; and HUD Wage Rate Determination. Notice is hereby given that this is a Section 3 covered project and that the area has been defined as a Section 3 area. The Housing Authority promotes the utilization of business concerns which are located in or owned in substantial part by persons residing in the Section 3 area and promotes job training and employment opportunities for qualified, lower income, Section 3 area residents. Any qualified Section 3 business may make written request to the HACA to obtain a list of all potential bidders in order to facilitate their ability to make their services known to these potential bidders. Compliance with Build America, Buy America (BABA) required as applicable. The Housing Authority of the County of Armstrong reserves the right to waive irregularities and to reject Bids.
