A firm timeline for construction has not been established. *The closed solicitation has been included below for reference: Ingham County solicits proposals from experienced and qualified architectural and engineering consultants for the purpose of entering into a professional services contract for making improvements to the Ingham County Animal Control Shelter in Mason, Michigan. 2.0 BACKGROUND OF ANIMAL CONTROL SHELTER The Ingham County Animal Control Shelter (ICACS) was built in 2018. A specific feature of the facility is the "Catio", which is patio for cats to keep them safe. The space was designed to allow cats to get fresh air (screened in room), however, with the Michigan weather, it's not practical. The Michigan Department of Agriculture & Rural Development (MDARD) requires animals in shelters to be kept in rooms that are not below 50 degrees Fahrenheit. Furthermore, the ICACS doesn't allow animals to be kept in areas where the temperature exceeds 80 degrees Fahrenheit. Because of this, ICACS currently doesn't utilize the Catio area as much as possible if it were enclosed. As such, this RFP is being issued to explore options for utilizing the space year-round. 3.0 BACKGROUND OF INGHAM COUNTY Ingham County is the seventh largest county in Michigan and the county seat is in Mason. In 2023, Ingham County government had an annual operating budget of approximately $312 million and 1,641 employees. The organization is comprised of more than 30 departments providing a broad range of services to its citizens from public safety to parks and recreation. Ingham County covers 556 square miles of suburban, urban, and rural areas and has a population of approximately 292,406 residents (2019 U.S. Census). Ingham County is home to State of Michigan government, Michigan State University, General Motors, Sparrow Health System, and Jackson National Life.
