Site work and renovation of a water / sewer project in Bridgewater, New Jersey. Conceptual plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

Pursuant to the Bridgewater Township Council Resolution No. 22-03-03-065 awarded through the "Fair and Open Process" pursuant to N.J.S.A. 19:44A-20.4 et seq., the Township hereby requests Proposals (RFP) for the provision of professional survey, engineering, permitting and bidding services of a prequalified consulting firm for the purposes of preparing sanitary sewer pump station improvement construction plans. The Township of Bridgewater (hereinafter "The Township") is desirous of obtaining the services of a consulting firm (hereinafter "The Consultant") for the purposes of reviewing the existing conditions, determining, recommending, and designing the construction remedy, obtaining required permits, submitting construction cost estimate, preparing construction plans and specifications, preparing bid summaries and preparing recommendations for award of contract for the Middlebrook Sanitary Sewer Pumping Station - Phase 2 Improvement Project. Note that construction administration and oversight responsibilities are not part of this RFP and will be handled under a separate contract. The services and obligations of the consulting firm are delineated more specifically below. All candidates must be New Jersey licensed professionals and must be registered with the State of New Jersey, providing professional services as that term is defined in the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq. All candidates are also expected to comply with N.J.S.A. 10:5-1 et seq., Law Against Discrimination, N.J. A. C. 17:27, as amended, Affirmative Action and the Americans with Disabilities Act. Each candidate shall submit proof of business registration with the New Jersey Division of Taxation (P.L. 2004, C. 57). The successful entity must have significant experience in providing the services delineated. The submission requirements and selection criteria are contained herein. Each interested applicant shall submit the following information: 3.1 Name of firm and specific personnel anticipated to work on this project; 3.2 Location and address of the office managing the project, if the firm has multiple offices; 3.3 Other information which the applicant deems relevant (please do not send sales brochures); The Middlebrook Sanitary Sewer Pump Station, located at the terminus of Easy Street, behind several industrial warehouse buildings, is a wet well/dry well type station. Pumping equipment is located in the dry well and there is a building above the wet well and dry well that houses electrical equipment and a generator. The station was constructed approximately 50 years ago and has not undergone significant improvements since 1995. The Township recently completed Phase 1 improvements which included construction of a bypass connection chamber and a new manhole on the gravity influent line to facilitate bypass pumping and construction of future improvements. Based on initial site observations and input from Township Sewer Utility staff, a summary of recommended improvements or upgrades has been developed and is outlined. Given the age and condition of the station and the fact that it is the Township's main pump station handling approximately 40% of the Township sewage flow, Bridgewater is requesting proposals for design and bidding services for the Middlebrook Sanitary Sewage Pumping Station improvements listed above. A proposed scope of work is listed below. The selected consulting engineer shall be responsible to ensure their proposal includes all work necessary for completed survey, design, applicable permitting, and public bidding of the Phase 2 Middlebrook Pump Station Improvements. The design process will require site visits to evaluate the existing system and the Consultant is encouraged to make recommendations and may provide various options for accomplishing the stated goals. Work in the design services phase shall include all survey, geotechnical, design and permitting work necessary for a complete set of construction plans and bid specifications for the Phase 2 Middlebrook Pump Station Improvements. Work shall include, but is not limited to the following: 1. Kickoff Meeting, Review and Investigation of Available Information A Kickoff meeting shall be held with the Township of Bridgewater staff to initiate the project and discuss project details, goals, and schedule. At the initial kickoff meeting with the Township, the selected consultant shall be provided with the following information: 1. Existing plans for the pump station and sanitary connecting the pump station. 2. Flow metering data and reports. 3. Middlebrook Sanitary Sewage Pump Station studies or reports prepared by others (if available). 4. Any other relevant documents on the Middlebrook Pump Station. A site visit shall be performed to confirm and measure existing pump equipment, piping, facilities, utility layout, dimensions, and other required information for design. Electrical staff shall also perform a site visit to confirm electrical equipment layout, dimensions, etc.
