Susie Stephen's Trail Crossing and Signage is a federally funded project that consists of constructing a paved walking path with crosswalk striping, permanent signing, rectangular rapid flashing beacon systems, illumination, ADA features, landscaping and other work, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications. The project requires FHWA Buy America requirements. The Town of Winthrop in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award. A bid bond in the amount of 5% of the bid shall accompany all bids. Bids must be completed on a lump sum and unit price basis as indicated on the BID PROPOSAL, and the total price shall be used for comparison of bids. The Town of Winthrop reserves the right to reject any or all bids for cause. Time for completion of the work is limited to 25 working days. The engineer's estimated range for this project is $50,000 to $100,000. No bidder may withdraw their proposal after the hours set for the opening thereof, or before award of contract unless said award is delayed for a period exceeding forty-five (45) days. *The value for this project is based on a financial range.
