The Clay County Department of Environmental Services requires the services of an experienced and qualified Contractor to operate the County's transfer stations located at the Rosemary Hill Solid Waste Management Facility. This will include loading, transporting, and disposing of the County's Class I Municipal Solid Waste and Construction and Demolition debris (C&D) waste and associated citizen drop off area, and to properly dispose of this material at permitted disposal facilities chosen by the Contractor and approved by the County. The County also requires the Contractor to operate the County's yard trash processing facility and transport the processed material to an acceptable location chosen by the Contractor and approved by the County. Historical solid waste tonnages at the County's facilities are included as an attachment in Attachment G - Types and Quantites of Waste Historical Tons. In May of 2022 a 9-month Solid Waste Management Study was completed for Clay County. As a result of this study, plans are being developed for the construction of an additional Class I transfer station (site to be determined), as well as the redesign and expansion of the existing Class I and C&D transfer stations at the Rosemary Hill Solid Waste Management Facility. It is estimated that these plans will take 5-7 years to complete. The Contractor's cooperation with these plans will be expected.
