General Scope of Work: The Texas Parks and Wildlife Department (TPWD) is soliciting Proposals from professional trail builders that are qualified to construct the first phase of the trail system at Palo Pinto Mountains State Park. TPWD is in the process of the development and construction of facilities and supporting infrastructure at a new state park site, Palo Pinto Mountains State Park (PPMSP) in Palo Pinto and Stephens Counties near Strawn, Texas. This RFP concerns the construction of approximately 11.3 miles of natural and improved surface trails. The primary purpose of this project is to develop the first phase of a sustainable trail system that affords a good user experience and a degree of accessibility at PPMSP. Trails will be constructed following best practices from a variety of sources, including the United States Forest Service, International Mountain Biking Association, Professional Trail Builders Association, and the Equine Land Conservation Resource. The new trail system has been designed adhering to modern trail design principles, such as on-contour alignment and the use of frequent grade reversals. Of the 11.3 miles of trail, approximately 7.5 miles will have a natural surface trail tread with a 6' width, 1.2 miles will have a 6-foot-wide accessible surface, and 2.6 miles of the project will be the maintenance of an existing aggregate-surfaced service road. Additional components of the project will include timber box steps, an approximately 50-foot span FRP (or similar) bridge, rock removal, rock armoring, and any necessary retaining walls along the trail corridor. Vendor must be certified by the Professional TrailBuilders Association and demonstrate at least five years' experience in mechanized natural surface trail construction.
