General Scope of Work: The Texas Parks and Wildlife Department (TPWD) is soliciting Proposals from professional trail builders that are qualified to construct the first phase of the trail system at Palo Pinto Mountains State Park. TPWD is in the process of the development and construction of facilities and supporting infrastructure at a new state park site, Palo Pinto Mountains State Park (PPMSP) in Palo Pinto and Stephens Counties near Strawn, Texas. This RFP concerns the construction of approximately 11.3 miles of natural and improved surface trails. The primary purpose of this project is to develop the first phase of a sustainable trail system that affords a good user experience and a degree of accessibility at PPMSP. Trails will be constructed following best practices from a variety of sources, including the United States Forest Service, International Mountain Biking Association, Professional Trail Builders Association, and the Equine Land Conservation Resource. The new trail system has been designed adhering to modern trail design principles, such as on-contour alignment and the use of frequent grade reversals. Of the 11.3 miles of trail, approximately 7.5 miles will have a natural surface trail tread with a 6' width, 1.2 miles will have a 6-foot-wide accessible surface, and 2.6 miles of the project will be the maintenance of an existing aggregate-surfaced service road. Additional components of the project will include timber box steps, an approximately 50-foot span FRP (or similar) bridge, rock removal, rock armoring, and any necessary retaining walls along the trail corridor. Vendor must be certified by the Professional TrailBuilders Association and demonstrate at least five years' experience in mechanized natural surface trail construction. (Sub)contractor must follow all appropriate conservation / endangered species best practices that are identified by TPWD staff. Respondents are encouraged to log into the bid portal and submit a draft response at least 24 hrs. prior to bid opening. Responses can be withdrawn and resubmitted until the bid opening time shown above. We strongly recommend that you give yourself sufficient time and at least ONE (1) day before the bid opening time to begin the uploading process and finalize your submission. To facilitate virtual bid openings, TPWD will host all bid openings one (1) hour after the bid opening deadline. Interested attendees must register in advance to obtain information regarding the virtual bid opening. *The value for this project is based on a financial range.
