Sealed bids will be received by the Chief of Staff/Director of Public Service in the City of Stow, Ohio for the Purchase of Materials (Items Without Prevailing Wages) in accordance with the specifications on file in the Public Service Department. Bidders must use the forms provided. Each proposal must contain the full name of the party(ies) making the same, and all persons interested therein. Each bidder must furnish with its proposal a bid bond or cashier s check in the amount of $1,000.00. The bid bond or cashier s check will be returned if no bid is awarded to the bidder. The City of Stow, in determining the lowest, responsive, and responsible bidder in the award of these contracts, may award a local bidder preference to any qualified bidder. The determination of whether a bidder qualifies for the local preference shall be made by the Board of Control; that decision shall be final. The City of Stow reserves the right to reject any or all bids and to waive any informalities or irregularities in the bids received, and to accept any bid in part or in whole, which is deemed most favorable to the City of Stow at the time and under the conditions stipulated.
