The LHA owns and/or manages 3,147 units of housing comprising of: (a) 1,625 units in federal family and elderly/disabled housing developments. The HUD-aided properties are managed under an Asset Management Project model ("AMP"). The LHA has four (4) AMPs and the state-aided portfolio. (b) 148 units in state housing developments, 42 units in HUD Multi-family new construction/substantial rehabilitation development and (c) 1,384 U.S. HUD Section 8 Housing Choice Vouchers. Service Summary The Lowell Housing Authority is seeking quotes from restoration companies that can respond to both non-emergency and emergency situations 24 hours per day. The intention of this request for quotes is to engage in a contract with a vendor who can provide the services listed below on a per event basis. These may include flood response, water damage, smoke or fire damage, sewer flooding incidents and other unexpected damage to housing authority property. Services may also include the non-construction remediation of mold or mildew in tenant units. Scope of Services The restoration contractor shall be on-call and available to respond 24 hours a day and seven (7) days a week to provide all appropriate emergency remediation's within 2 hours of an emergency service call, including, but not limited to: 1. Water/Wastewater Extraction 2. Sewage Clean-up and Remediation (non-construction) 3. Contents: a. Contents Manipulation - Moving, removal, inventory, pack out and temporary on-site or permanent off-site disposal of contents from the area including but not limited to furniture, appliances, electronics, etc. b. Contents Drying and Treatment - Including but not limited to sterilization, sanitation, deodorization, etc. 4. Upholstery Cleaning\ 5. Trauma/Crime Scene cleanup 6. Structural Drying and/or Floor Drying (wood, carpet, and vinyl) 7. Floor, Carpet and Rug Cleaning, Disinfection and Sanitizing 8. Deodorize/Odor Removal 9. Antimicrobial Treatment 10.Structural Dehumidification 11. Drying Equipment Monitoring - If it is necessary to leave drying equipment on site, Professional shall return to the site at regular time intervals, preferably every twenty-four hours, to monitor the equipment and affected area. 12. Mold and Mildew Removal and Prevention, as needed (non-construction) 13.Smoke/Soot Removal 14. Disposal shall also include appropriate photo documentation, record keeping and keeping the Housing Authority adequately informed throughout the process. The Contractor shall furnish all necessary labor, materials, tools, equipment and supervision necessary for the maintenance, repair, remediation, water extraction and removal and disposal of contaminated materials. This is a non-construction contract. If any project or level of work reaches the purview of construction, LHA will solicit a separate contract in accordance with State & Federal guidelines. Contractor Responsibilities Contractor must reply or respond as follows: 1. Respond to all notifications of a request for service within 2 hours. 2. Respond to a non-catastrophic event within 2-4 hours of notification when property is accessible. 3. Respond to a catastrophic event within 1-12 hours with personnel and 24 hours with equipment. 4. Provide a cost estimate and detailed scope of work within 24 hours after arrival. 5. Contractor must be accessible 24 hours a day, 7 days a week to perform remediation and emergency services. 6. The Contractor shall have a 24-our emergency response telephone number. Qualifications 1. Contractor must have a minimum of five (5) continuous years of experience in providing a broad range of disaster restoration and recovery services. 2. Contractor must maintain adequate staffing levels to assure successful and timely completion of assigned responsibilities. Transport Bidders and their subcontractors must transport all equipment, components, and materials. using entities that have the necessary regulatory authorizations and, in a manner, protective of public health and the environment. Quantities All quantities listed by LHA herein are estimated and are for calculating purposes only. LHA does not guarantee any minimum or maximum number of purchases as a result of any award ensuing from this request for quotes. LHA reserves the right to order more or less than the quantity listed for each item. Price Escalation There shall be no price escalation of any proposed costs allowed at any time during the contract period. The successful bidder guarantees, by submitting a bid, that he/she will hold all proposed prices throughout the entire contract period. Order Method The LHA will only order services on an as-needed basis, the LHA will issue a purchase order to the successful bidder each time the LHA needs removal services.
