Purpose. The purpose of the project is to remove the solid waste from the disposal site while accommodating cultural tribal monitoring. Much of the project area is under tree growth that includes red cedar, quaking aspen, bur oak, red oak, and Chinese elm. Tree removal will be necessary to provide access for large debris removal. Tree removal must be minimized to the greatest extent. Cut trees are to remain on site for Tribal use and may be organized and stockpiled in a field, south of the disposal site. A. Project Requirements. 1. Remove, sort and properly dispose of all: Solid Waste including Mixed Municipal Solid Waste (MMSW); Demolition Waste; Hazardous Waste; used oil and devises containing used oil; and above and below ground tanks at a licensed and permitted solid waste facility. 2. If present, remove and properly dispose of all: Mercury and Mercury containing devises; Polychlorinated BiPhenyls (PCBs) and PCB Containing Devises; Lead Based Paint, Lead Material and Lead Containing Devices; Chlorofluorocarbons (CFCs), and Hydro-chlorofluorocarbons (HCFCs); Household Hazardous Waste (HHW); and Asbestos. 3. If necessary, excavation, sampling and disposal of fuel oil contaminated soils according to Minnesota Rules Chapter 7037 (Petroleum Contaminated Soil Management). If petroleum contaminated soils are remediated at the site, the County reserve unto itself the right to seek reimbursement under Minnesota Statute 115C.09 (Petroleum Fund Cleanup) Questions.
