On April 18, 2023, Red Bluff City Council awarded a contract for Landscape Architect and Engineering Design Services to Melton Design Group. As of March 12, 2024, construction documents are 65% complete. A firm timeline for bid advertisement and construction has not been determined; however, construction is not anticipated to begin prior to 2025. *The previous RFP is listed below for historical purposes. The City of Red Bluff is soliciting qualified firms to submit a full design and engineering services proposal for the Red Bluff River Park Rehabilitation Project . The City is seeking a team that can provide landscape design, architectural services and all engineering services necessary to complete construction drawings and specifications, which may include structural, mechanical, electrical, civil, and/or geotechnical engineering services. A landscape design firm must be the Prime Consultant, who would enter into a contract with the City as the prime contractor, and who may subcontract with other Sub-Consultant firms for a portion of the services, such as architectural design and engineering. The goal of this RFP is to select a design and engineering team that is experienced and qualified to deliver a quality project, proposes a project approach that is innovative and demonstrates an understanding of the project challenges and opportunities, possesses the staff capacity and organization necessary to complete the project as conceived, and offers services at a fair price that results in a high value service to the City of Red Bluff. The City of Red Bluff received a $3 million grant through the Rural Recreation and Tourism Program. The City estimated the Project construction cost in January 2022 at $3,150,000, including $3,000,000 from grant funds and $150,000 from other funding sources for the rehabilitation project. Pre-construction costs, including design and engineering, are estimated at $430,000. Project elements that were prioritized through the community outreach process and included in the Prop. 68 grant application include: New (4) Pickleball courts with shaded seating and lighting; New amphitheater with terraces, band shell and pathways; New spray park with splash pad; (3) new fitness stations; Renovation of (1) existing playground with rubber access and fall material; New restroom/concession/storage facility; New group picnic pavilion with shade structure; Renovate existing pathways for ADA access, landscaping, and native plants; and Renovate existing parking with lighting, ADA access, traffic calming curbs and striping.
