OVERVIEW The City of Rockford Water Division is requesting proposals from firms to provide annual maintenance and repair services for well borehole, pumps, and motors on an on-call, as needed, time and material basis. These services will include, but are not limited to: technical consultation, repair, removal, installation, rehabilitation, replacement of pumps, motors, well columns, base plates, lube assembly, etc., and the furnishing of parts and labor in conjunction with such work. SCOPE OF WORK Currently, the City's water system consists of 25 wells; specifically composed of 10 line-shaft wells, 15 submersible Byron Jackson (BJ) pumps, and 50 line-shaft booster pumps. This contract does not include work on the Byron Jackson submersibles. The City has the need to rehabilitate the existing wells when there is a decrease in capacity, bacteriological problem, or other well production issue. The awarded contractor is required to provide appropriate tools, equipment, materials, and personnel to successfully complete the cleaning and disinfection of the wells. Prior to commencement of work, the awarded contractor and the City shall discuss, review, and evaluate well records to recommend possible treatment methods depending on the condition of each well. The awarded contractor shall submit to the City a detailed proposal including the type of treatment, chemical uses, quantity, duration, man-hours, and cost for final approval. Insurance Requirements: Please refer to Bidding and Contract General Conditions, Section 30, for insurance requirements. Additions: The City reserves the right to add additional well facility and site locations not mentioned in this proposal. If additional locations are added, the prices listed in the fee schedule for the locations stated in this proposal shall apply to the new locations for the life of this contract, plus the renewal period. Emergency Repairs: In order to ensure an uninterrupted supply of potable water to its citizens, the City of Rockford reserves the right to demand immediate repairs be completed in cases of emergency. The City reserves the right to temporarily hire other firms to make repairs if the firm under contract cannot make immediate repairs when necessary. Questions shall be submitted in writing by March 1, 2023 at 5:00pm; no questions may be submitted after this date. Any oral communications will be considered unofficial and nonbinding. Responses will be included in an addendum to be posted by March 3rd.
