Street/Road Repairs, Sidewalks/Curbs/Gutters, Storm Drain and Paving, Paving (Asphalt or Concrete) Bids will be received for Contract No. 1 - General Construction. Bid shall be on unit price basis. The Work comprised of each Contract is generally described as follows: Contract No. 1 - General Construction: Work includes 18,000 square yards (SY) of asphalt reclamation, subgrade preparation, new aggregate base, new bituminous paving, and restoration improvements. Work also includes 4 watermain gate valves, approximately 1,100 feet of curb and gutter, 50 SY of valley gutter, 6 storm inlets, and 132 feet of open-cut 18-inch storm sewer RCP, drainage improvements, 50 cubic yards of riprap, 25 SY of erosion control blanket, and 400 SY of seeding and restoration. All Work shall be done according to the Bidding Documents. All Bids will be made on the basis of cash payment for such work and materials. Each bid must be accompanied by a separate envelope containing the contractor's license and bid security. The bid security must be in a sum equal to five percent (5%) of the full amount of the bid and must be in the form of a bidder's bond. A bidder's bond must be executed by the bidder as principal and by a surety, conditioned that if the principal's bid is accepted and the contract awarded to the principal, the principal, within ten days after notice of the award, shall execute a contract in accordance with the terms of the bid and the bid bond and any condition of the governing body. A countersignature of a bid bond is not required under this section. If a successful bidder does not execute a contract within the ten days allowed, the bidder's bond must be forfeited to the governing body and the project awarded to the next lowest responsible bidder. The bidder shall be licensed for the full amount of the bid as required by section 43-07-12 of the NDCC. Bids that do not fully comply with requirements of NDCC 48-01.2-05 are considered deficient and will be resealed and returned to the bidder immediately. The Owner reserves the right to reject any and all bids and rebid the project until a satisfactory bid is received, and further reserves the right to award the Contract in the best interests of the Owner.
