Franklin County is soliciting proposals to perform a Classification and Compensation Study to assist with maintaining a competitive and equitable classification and total compensation system for all positions when considered in relation to each other (internally) and when compared to the external labor market. Deadline for submission of questions 2:00 pm EST, March 8, 2023 Answers provided to questions March 11, 2023 Award of Contract July 1, 2023 Work to Begin August 1, 2023 Completion of Work February 7, 2024 Franklin County operates under a Commission-Manager form of government. Under this system, the Board of Commissioners establishes the policies under which the County operates and has appointed a professional Manager to oversee the day-to-day operations of the County Government. Louisburg, North Carolina is the county seat of Franklin County and where the Franklin County Government Building is located. The County is located in central North Carolina, bordering the counties of Wake, Franklin, Vance, Warren, and Granville. The County employs approximately 612 full-time benefited employees. There are approximately 235 full-time job descriptions. The County last had a similar study performed in 2019/20. The Countys compensation package includes base salary, longevity, holiday pay for public safety staff and overtime/compensatory time for non-exempt positions. Each classification is assigned to a salary grade in the County Pay Plan from grade 54 to grade 90. Within each salary grade, there is a total spread of about 55% from minimum salary to the maximum salary. There are no predefined salary steps in the salary range. The County plans to implement a pay for performance system beginning in FY 24. Pay increases associated with Pay for Performance will be received by staff in June 2024. If a merit increase is approved by the Board of Commissioners, performance ratings determine merit increases. The County provides a full range of employee benefit programs including health, dental, life insurance, 401(k) contributions, paid leave, retirement, and longevity incentives. Optional insurance programs and flexible benefit accounts are available through third-party brokers. Benefits management has focused heavily on program design and offering the highest level and maximum benefits to all employees The method of contractor selection has not been determined at this time.
