The Virginia Department of Transportation (herein referred to as "VDOT") is soliciting bids from qualified bidders to provide experienced roadway maintenance work crews and associated equipment with skilled operators. The purpose of these Maintenance Crews and Skilled Operators will be to perform a wide variety of basic roadway maintenance tasks. This work will take place at various locations on Interstate Routes 81 and 66, and on Primary Route 37 in the Counties of Shenandoah, Frederick and Warren within the Staunton District in accordance with the specifications contained herein. VDOT reserves the right to make multiple awards. This solicitation includes the requirement for the Bidder to submit a Small Business Subcontracting Plan (SBSP) Attachment F with the electronic bid response in eVA. Bidders selecting "I Plan To Complete All Work" box must be certified as a small/micro business by the Commonwealth of Virginia, Department of Small Business and Supplier Diversity (DSBSD) by the due date of this solicitation to participate in the SWaM Program. The Contractor's official notification for personnel and equipment will be the VDOT Weekly Work Plan, outlining setup location, quantity and types of equipment required. In case of an emergency situation, verbal notification shall be sufficient for the Contractor to begin. One (1) Purchase Order per contract year will be issued for the total estimated value of the awarded contract for billing purposes. The Contractor will be notified of the Weekly Work Plan by email or a phone call (to be followed by email) documenting the maintenance services to be conducted, the equipment with operator needed and specific time and location equipment will be needed. Any questions regarding this invitation for bid shall be addressed to Pamela Turner at Pamela.Turner@VDOT.Virginia.gov. The issuing office shall determine whether any addendum should be issued as a result of any questions or other matters raised. Provide questions no later than 5:00 PM March 2, 2023. The Contractor shall furnish capable and experienced, skilled crewmembers, and operators, with reliable equipment to perform asset maintenance tasks designed to clean, repair, replace or restore the roadway assets to VDOT specifications and standards. The Contractor shall furnish all fuel, transportation/mobilization, personal protective equipment (PPE), tools, supplies and incidentals necessary to provide safe and efficient maintenance operations. The Weekly Work Plan for the Staunton Interstate Maintenance program will dictate the number of personnel and types of equipment needed for the work being performed. Factors such as weather, existing ground conditions, emergency operations, budget funding levels, holidays, etc. will affect the need and the scheduling of Contractor resources. These maintenance activities will primarily be for planned operations; however, situations may arise that require Emergency Response repair operations and maintenance replacement work. These maintenance tasks will vary in complexity and scope, and could range from two (2) or three (3) laborers with shovels and rakes cleaning out drop inlets, to concrete bridge slope or box culvert and wing wall repairs involving experienced equipment operators and skilled field labor. The Crew Cab Ton-Truck shall be a 4-wheel drive, dual wheel, flatbed work-bed style with side rails and rear rails capable of holding or hauling various equipment or materials. It must come with a towing hitch capable of towing 12,000 lbs. And come with the following Tools-of-theTrade: oTelescoping Pole-Saw : 12ft length oString trimmer/Weed eater - commercial grade oLeaf blower - commercial grade oChainsaw : Minimum 18inch bar oShovels : Round point & Square point oPush broom : Wide stiff bristle brush oStone Hand rake oVarious hand tools for Fence repair. oDigging bar with tamper end. Equipment shall be of equal size as specified on the Pricing Schedule or herein. If the information given in the Pricing Schedule Line Item Comments differs from the NIGP description, the Comments take precedence over the description. VDOT reserves the right to determine how many of each type of equipment will be required at each work site; however, if there is no comment regarding the minimum quantity, then the expectation is the Contractor is only required to supply a quantity of one (1) for that line item per lot. All equipment used in the performance of this contract must be listed on the fillable form Attachment D, Vendor Qualification Equipment Inventory Certification Form with the complete information including whether it is owned or rented/leased, make, model, description, identification number, and vehicle identification number (VIN), if applicable. Failure to provide this information may result in the bid being declared non-responsive. VDOT reserves the right to inspect any equipment submitted on the certification form prior to the issuance of the Notice of Intent to Award, and any time after award. The Contractor shall provide any accessories that are necessary to operate the needed equipment efficiently. This shall include, but is not limited to, all hand tools and safety supplies. At the conclusion of the work, the contractor shall demonstrate to the authorized owner's representative that the work is in compliance with contract specifications and codes. Any deficiencies shall be promptly and permanently corrected by the contractor at the contractor's sole expense prior to final acceptance of the work. : During the prosecution of work, the VDOT Representative will have the authority to suspend the work wholly or in part due to the failure of the Contractor to correct conditions unsafe for the workmen or the general public; for failure to carry out orders; for such periods, as he may deem necessary due to unsuitable weather; for conditions considered unsuitable for the prosecution of the work for any other condition or reason deemed to be in the public interest. Any damage to existing utilities, equipment or finished surfaces resulting from the performance of this contract shall be repaired to the Commonwealth's satisfaction at the contractor's expense.
