Duties of the Consulting Firm for professional services relating to water, wastewater and electric utility systems include, but are not limited to, consultation and engineering in the following areas: Federal, State and local legislation in water, wastewater and electrical utilities, leachate Force Main and alternative water supply, and domestic and industrial wastewater treatment activities as it may apply to the AUTHORITY. Federal and local administrative regulations, rules, guidelines, orders, etc. in utility system management as it may apply to AUTHORITY operations. Assistance in obtaining and/or renewing permits for utility systems including water distribution and wastewater collection systems and electric generation and distribution systems, SCADA and other control and monitoring systems. Existing system evaluations including but not limited to condition assessments and capacity analysis. Systems needs analysis. Planning, design and permitting for system repair and/or upgrades and replacement. Design and permitting new systems. Preparation of basis of design manuals for upgrades, replacement and/or new systems. Preparation of design criteria for use in design/build, Construction Manager at Risk or other types of procurements for upgrades, retrofits, replacement and/or new systems. Provide bid evaluation support. Provide evaluation services, resident project representative services and or inspection services related to construction of upgrades, retrofits, replacement and or new systems. To perform other functions as they may relate to Solid Waste Management or Utility systems for the AUTHORITY.
