Background: The Beaver River Playground is owned and maintained by the Town of Richmond. Users of the playground come from all areas of Richmond and outside of Richmond. The playground is located on a 19.34-acre town-owned lot, but the playground equipment occupies only a small portion of the lot. The existing playground equipment, made of wood and plastic, is outdated and has some deficiencies. The town would like to retain whatever equipment is still serviceable and replace the rest, and is seeking recommendations for what can be retained and what should be replaced within the limited budget allocated for this project. This project includes replacement of the entire safety surface under all equipment. Before installation begins, the town will remove all existing equipment and dispose of all equipment designated for replacement. The entire surface will be relatively level and free of debris. Scope of Services: The playground equipment should include play components for children ages 2 through 13. The equipment can consist of one or more structures. The playground should accommodate the widest possible range of activities that will provide fun, promote physical fitness, and encourage social interaction. Among the play activities that should be considered are balancing, climbing, crawling, hanging, imagining, manipulating, pushing, pulling, riding, seesawing, sitting, sliding, swinging, and whirling. The playground equipment can be made of metal, plastic, or a combination. The playground equipment must fully comply with both American Society for Testing and Materials (ASTM) and Consumer Product Safety Commission (CPSC) requirements. The equipment must be accessible to the handicapped in compliance with State and Federal law. Each proposal must include installation of a safety surface material that the vendor believes is the best value for the money. A portion of the safety surface must be handicapped accessible. Each proposal must include the cost for installing the equipment and the safety surface. The vendor must provide insurance coverage for the equipment installation. Vendors responding to this RFP may submit more than one proposal if they wish to suggest multiple options. Each proposal must be submitted as a complete, separate package. Deadline for Receipt of Proposals: All replies and proposals in response to this RFP must be clearly marked "PLAYGROUND EQUIPMENT," either in the subject line of an email or on the envelope. Revisions to the Request for Proposals: The Town of Richmond reserves the right to modify any technical and submission requirements associated with this proposal. If it becomes necessary to revise any part of the RFP, the revisions will be posted on the town website. Limitation of Liability: The Town of Richmond assumes no responsibility and no liability for costs incurred by prospective vendors who respond to this RFP. Rejection of Proposals: The Town of Richmond reserves the right to reject any or all proposals, or to award contracts in whole or in part, if doing so will be in the best interests of the town. Compensation: Payment will be made within thirty days of completion of installation. Use of Sub-Contractors or Consultants: Vendors may, at their own discretion, employ subcontractors or consultants for this project. If subcontractors or consultants will be employed, they must be identified in the vendor's proposal, and the vendor must assume all responsibility for any work done by consultants or subcontractors. Format for Proposals Proposers are encouraged to be concise. Proposals must include, without limitation, the following: a) A letter of transmittal and completed cost breakdown sheet. b) A detailed listing of all equipment proposed, with cut sheets providing all specifications, a detailed description of the provisions for handicapped accessibility, and evidence of compliance with ASTM and CPSC requirements. c) A full description of the product warranty provided for all equipment. d) An installation schedule. e) The qualifications of key personnel who will be assigned to this project. f) The location of the office where the management of this project will take place. g) Identification of at least three nearby sites with comparable playground equipment and the name and telephone number of a contact person for each site.
