All rules and regulations governing such projects will be applicable. The contract will be awarded to the lowest responsible and responsive bidder, whose bid meets the requirements and criteria set forth in the request for bids. Requirements for prevailing wage rates and certified payrolls apply as it is subject to the Davis-Bacon Act. Salt Lake County HCD policy requires direct email solicitation of at least six Section 3 (low-income) and at least six Disadvantaged Business Enterprises (DBEs) such as Minority Business Enterprises (MBE) and Women Own Business (WBE).
