The budget for the Master Plan is up to $75,000 and the estimated budget for the park design and development is around $3,409,000. Develop a detailed scope of work which includes project timeline with all proposed major milestones and cost estimates. o Determine specific deliverables from consultant and City o Attend kick-off meeting with key City staff to initiate project design. o Attend kick off and recurring project meetings, provide meeting summaries o Prepare monthly progress reports and invoices o Provide initial project schedule and monthly updates on milestones o Manage sub-consultants o Quality Assurance/Quality Control of all deliverables o Coordinate plan revision and response to City comments on all deliverables o Regular communication with City project manager on progress, problems, and issues. The City of Redmond, WA is a suburb of Seattle and hub for residential and employment growth due to its strong technology business sector. The City encompasses an area of over 17 square miles and is located less than 20 miles east of downtown Seattle. The City has two urban growth centers in Downtown and Overlake, which are expected to grow significantly in the next 20 years. Today, the City has about 75,000 residents and 95,000 jobs and by 2030, it is expected to have 78,000 residents and 119,000 jobs. It is estimated that 40% of Redmond's residents were born outside of the United States. Redmond's parks system includes 47 parks comprising 1,351 acres of land in a variety of neighborhood, community, and resource parks. Parks and other destinations are connected by a local connector and regional trails. Providing inclusive and sustainable parks are a focus for the development of Redmond's park system. The City is soliciting proposals from experienced architectural, landscape design, or engineering firms to develop a Master Plan for a 3.2-acre neighborhood park. The City is interested in contracting with qualified firms to support the community outreach and master plan of the SE Redmond neighborhood park. Southeast Redmond Park is a 3.2-acre undeveloped parcel of land that is a "blank slate," with little vegetation or topographic change. It was acquired by the city in 2002 and is located between 188th Avenue NE and 191st Avenue NE, primarily fronting NE 67th Street. It is an important buffer between an industrial area and a fast-growing residential area, There are small, privately developed and maintained parks within the neighborhood that include playgrounds and potential connections to nearby trails. The closest publicly owned park to the Southeast residential neighborhood is King County's Marymoor Park, a 1.5 mile walk away. The Southeast Redmond Park is classified as a "Neighborhood Park." Neighborhood Parks in Redmond are reached primarily by walking and bicycling and are intended to provide recreational space to nearby residents and employees. The unique character of each site helps determine appropriate features, which may include small scale active recreation amenities, open fields, off-leash dog areas, tree canopy, trails, community gardens, picnic areas, children's playgrounds, plazas, public art, decorative landscaping, and passive areas for reflection and gathering. The park should provide complementary recreation opportunities to what already exist within the neighborhood and broader park system. Providing inclusive recreation experiences that serve community members regardless of age or ability and climate resilient landscape design should be prioritized. Final deliverable will be a Master Plan Report, with the preferred Master Plan alternative. Report to include final project drawings and narrative, summary of project process, project phasing scenarios, and phase costs. o Prepare a narrative that summarizes the existing conditions, design alternatives, cost implications and regulatory criteria, and identifies issues which require further study at the next stage of project development. o Prepare and present preferred Master Plan alternative to public, Parks and Trails Commission, and City Council that includes an updated cost estimate. o Provide adequate detail for pricing with alternatives for above and below budget and provide for City review. Work is to commence as soon as weather conditions permit, and all work shall be completed no later than three (3) months after purchase order (PO) is issued. Please provide a work schedule with your proposal to allow for adequate notification and staff scheduling during the performance of this work. The work schedule is to include all proposed major milestones. Actual work schedule shall be confirmed at the time of order placement. All interested parties are requested to provide a response containing all required elements herein to the City by the deadline given. A selection committee will review and evaluate all submittals, with the intention of selecting a Consultant who provides a proposal that, in the opinion of the City, provides the best value (receives the highest score, as determined by the evaluation criteria listed below). The selection committee will rely on the content of the submissions in the selection of finalists. If the selection committee so chooses, respondents may be invited for an interview to supplement their submission.
