The Capital Region East Operating Committee ("CREOC") is requesting proposals for the operation, including collection and disposal of household hazardous wastes by a licensed hazardous waste management firm (hereinafter the "Contractor"), from the Regional Household Hazardous Waste Collection Event Location. The Contractor shall be a licensed hazardous waste management firm; registered under the DEEP's General Permit to perform one day collections of certain wastes and household hazardous waste; hold a valid hazardous waste transporter permit; and be a certified PaintCare handler. Theses collection events provide service to 8 participating municipalities at a drop-off site located at 321 Olcott Street, Manchester CT and typically has a satellite collection, once per year, at a participating municipality. We are looking to hold nine (9) days per year between March and November. Additional collections may be held based on demand. Interested hazardous waste management firms should submit proposals covering the scope of services delineated in this Request for Proposals to the Town of Manchester which is acting as agent for CREOC and the participating municipalities. It is the intention of CREOC and the participating municipalities that the events be operated in an efficient and flexible manner to provide the best and most cost-effective service possible. Question Submission Deadline:February 24, 2023, 3:00pm These rules and regulations have been adopted by the Board of Directors of the Town of Manchester pursuant to Section 5-22 of the Town Charter. They are standard for all competitive bidding proposals issued by the Town of Manchester, Connecticut for contracts of all types where labor, materials, and necessary equipment to complete work is to be furnished to the Town, where the Town is to purchase supplies, materials, and equipment, where the Town is to sell surplus materials and equipment, or where the Town is to sell real estate. These rules and regulations shall be binding upon all prospective bidders and the Town of Manchester. In accordance with the provisions of the Town Charter, sealed proposals will be received through the OpenGov Portal, not later than the date and time set forth above, for furnishing the commodities and/or services listed herein. Proposals must be executed in accordance with and subject to instructions and specifications contained herein. Operation and Management Capital Region East Operating Committee (CREOC) Regional Household Hazardous Waste (HHW) Collection Events, including preparation, set up, collection, consolidation, clean up, transportation and disposal, and recordkeeping. The Town is seeking to engage a contractor to provide Operation and Management Capital Region East Operating Committee (CREOC) Regional Household Hazardous Waste (HHW) Collection Events. The contract will be a modified AIA 101-2017 Standard Form of Agreement Between Owner and Contractor Stipulated Sum and a modified AIA A201-2017 General Conditions of the Contract for Construction. The Town reserves the right to modify or amend these documents in such manner as is acceptable to the Town. The Contractor to be engaged in this Project shall become part of the Project team working with CREOC. The Town reserves the right to award the contract to the contractor deemed to be in the best interests of the Town for the Project after review of the submissions received, not based solely on cost or any other specific factors.
