Site work, paving and new construction of a mixed-use development in Macclenny, Florida. Conceptual plans call for the construction of a playground / park / athletic field; for site work for a playground / park / athletic field; road / highway; and for paving for a road / highway.

The project involves the installation of walkways, touchless public restroom facilities, and associated modifications throughout the City of Macclenny's public parks in support of the City of Macclenny's efforts to safely reopen its public parks in accordance with the current C DC guidance. Additionally, the Macclenny CDBG-CV Program will include ADA accessibility improvements throughout both parks. Tasks that are eligible under CDBG-CV Architectural Services are as follows: 1. Basic Architectural Services a. Develop the plan drawings for the project, b. Develop the specifications for the project, c. Develop the bid documents for the project, d. Prepare permit applications, e. Attend pre-bid/pre-construction conference, f. Prepare change orders, and g. Review construction bids and make recommendation of award. 3. Preliminary Architectural Services a. Provide a cost estimate of the project, and b. Assess sites for the project. 4. Additional Architectural Services a. Conduct site surveys and other similar special surveys as may be required, b. Conduct laboratory tests, well tests, borings, and specialized geological soils, hydraulic, or other studies recommended by the architect, c. Conduct property surveys, detailed description of sites, maps, drawings, or estimates related to them, assistance in negotiating for land and easement rights, d. Gather necessary data and file maps for water rights, e. Conduct redesigns ordered after final plans have been accepted by the City of Macclenny, except redesigns to reduce the project cost to within the funds available, f. Appear before courts or boards on matters of litigation or hearings related to the project, g. Conduct environment assessments, h. Perform detailed staking necessary for construction of the project in excess of the control staking, i. Provide an operation and maintenance manual for a facility, j. Conduct activities required to obtain state and federal regulatory agency construction permits, k. Design hookups, and l. Pay the cost of engineering specialties such as electrical; hydro-geological services; biologists; and heating, ventilation, and air conditioning (HVAC). The evaluation criteria that will be utilized in the selection of an architect are as follows: 1. Knowledge of State and Federal Regulations governing the CDBG 20 pts. Program (4 pages maximum) 2. Experience with CDBG Funded Projects and/or projects of similar 20 pts. size and scope (4 pages maximum) 3. Experience with municipal architectural projects (3 pages maximum) 10 pts. 4. Management and Staffing Qualifications (4 pages maximum) 10 pts. 5. Approach to Task (4 pages maximum) 20 pts. 6. Ability to become Quickly Familiar with Local Conditions 10 pts. (2 pages maximum) 7. References: All projects of similar size and scope for last three (3) years 10 pts. for which you are/have been responsible (2 pages maximum) In the event of a tie, if one of the individuals or firms involved in the tie are minority or female owned, they shall be ranked above the other individuals or firms involved in the tie. CDBG-CV Architectural Services fees will be negotiated after ranking is completed utilizing the Consultants Competitive Negotiation Act, Florida Statute 287.055. Negotiation will begin with the firm ranked highest based upon the final rankings. Pursuant to section 287.133(2)(a), F.S., a person or affiliate, as defined in section 287.133(1), F.S., who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a bid, proposal, or reply on a contract to provide any goods or services to a public entity; may not submit a bid, proposal, or reply on a contract with a public entity for the construction or repair of a public building or public work; may not submit bids, proposals, or replies on leases of real property to a public entity; may not be awarded or perform work as a contractor, supplier, subcontractor, or consultant under a contract with any public entity; and may not transact business with any public entity in excess of $35,000 for a period of 36 months following the date of being placed on the convicted vendor list. Pursuant to section 287.134(2)(a), F.S., an entity or affiliate, as defined in section 287.134(1), who has been placed on the discriminatory vendor list may not submit a bid, proposal, or reply on a contract to provide any goods or services to a public entity; may not submit a bid, proposal, or reply on a contract with a public entity for the construction or repair of a public building or public work; may not submit bids, proposals, or replies on leases of real property to a public entity; may not be awarded or perform work as a contractor, supplier, subcontractor, or consultant under a contract with any public entity; and may not transact business with any public entity. The City of Macclenny reserves the right to reject any and all proposals, to waive any informalities or irregularities in the proposal process and to award the contract(s) in the best interest of the City. CDBG-CV Architectural Services contract(s) may be subject to grant/loan award and release of funds by the funding agency.
