Site work for a water / sewer project in Louisburg, North Carolina. Completed plans call for site work for a water / sewer project.
Franklin County (Owner) is requesting Bids for the construction of the following Projects: North Main Street Waterline Extension: Consists of 2,084 LF of 6-inch waterline and appurtenances from Pine St to US-1 N, including the installation of a new pressure reducing valve in a pre-cast vault, and the reconnection of nine (9) water services along the route (including customer side). US-1 Watermain Extension to Pocomoke Road: Consists of 2,722 LF of 8-inch waterline and appurtenances from NC-56 to Pocomoke Rd, including the reconnection of five (5) water services along the route. There is no pre-bid conference for this project. All project-related questions are to be submitted to the Engineer in writing at least 7-days prior to bid and may be sent to Ben Wibbens via e-mail to ben@LKCengineering.com. No questions are to be directed to Franklin County staff or personnel. All bidders must follow the Guidelines for Recruitment and Selection of Minority Business for Participation in Construction Contracts as Revised November 1, 2002. Bids must be enclosed in a sealed envelope, addressed to Kim Denton, County Manager, Franklin County 113 Market Street, Louisburg, NC 27549. Outside of the envelope must be marked North Main St Waterline Extension & US-1 Watermain Extension to Pocomoke Road (BID ENCLOSED). Envelope must also bear on the outside, the name of the bidder, bidder's address, and bidder's license number. All bids must be made on blank forms provided and included in the bound document or as provided by addendum prior to the bid. All bidders must include with their bids an Affidavit (1) attesting to the Contractor's compliance with E-Verify (or, if the Contractor employs less than 25 employees in this state, attesting to that fact), and (2) attesting to the Contractor's subcontractors' compliance with E-Verify (or, if any subcontractors employ less than 25 employees in this state, attesting to that fact). Bids will be received for a single prime Contract. Bids shall be on a Lump Sum or Unit Price basis as indicated in the Bid Form. EQUAL OPPORTUNITY -- Minority and Women Business Enterprises (MBE/WBE's) are invited and encouraged to bid. The County of Franklin does not discriminate against any person/business because of race, color, religion, sex, or national origin. The Issuing Office for the Bidding Documents is LKC Engineering, PLLC, Prospective Bidders may examine the Bidding Documents at the Issuing Office located at 140 Aqua Shed Ct, Aberdeen, NC 28315 on Mondays through Fridays by appointment between the hours of 8:00 a.m. to 5:00 p.m. and may obtain copies of the Bidding Documents from the Issuing Office as described below. Bidding Documents also may be examined only at the offices of the Franklin County Public Utilities, 1630 US Hwy No. 1, Youngsville, NC 27587, on Mondays through Fridays between the hours of 9:00 a.m. to 3:00 p.m. Upon request and receipt of the document payment indicated above, the Issuing Office will transmit the Bidding Documents via delivery service. The shipping charge amount will depend on the shipping method selected by the prospective Bidder. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. To ensure that everyone is receiving the same information, the prospective bidder must purchase the plans and specifications from the Issuing Office in order to submit a bid. Depending on the availability of funding, the Owner will award a contract to the lowest responsible and responsive Bidder in accordance with the General Statutes of North Carolina, Article 8, Chapter 143-129. The Owner reserves the right to reject the Proposal of any Bidder submitting a proposal which is not responsive to the bid document or the proposal of any Bidder which is found not responsible for carrying out the scope and intent of the bid document. No bid may be withdrawn after the scheduled closing time for receipt of bids for a period of 60 days. Bidders must comply with the President's Executive Order No. 11246, as amended, which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. The Owner reserves the right to reject any bids for failure to comply with all requirements of this Advertisement or of the Contract Documents; however, the Owner may waive any minor defects or informalities at its discretion. The Owner further reserves the right to reject any and all bids, or to award the Contract that is in its best interest. Bid security shall be furnished in accordance with the Instruction to Bidders. MBE (5%) Furnishing of all labor, materials, tools and equipment for the construction of the North Main Street Waterline Extension & US-1 Watermain Extension to Pocomoke Road,two fully functional projects as depicted on the Contract Drawings and according to the Project Manual/Contract Documents.
