Renovation of a transportation facility in Minneapolis, Minnesota. Completed plans call for the renovation of a transportation facility.

This project provides for: This project has work located in both Terminal 1, Terminal 2, and Drivers Training. Work includes traffic control and hoisting support, the extension of existing above roof structural framing to support a chiller, reinforcement of existing steel roof joists to support a roof top unit, steel guardrails, and roof patching. Mechanical work includes the installation of a new air-cooled chiller at the EMC, replacement of chilled and heating water control valves for T2 air handling units, a 3- way control valve and bypass for the T2 dry coolers, replacement of a rooftop unit at the Drivers Training Facility, and replacement of fan coil units and associated condensing units on the gold ramp parking tower. Electrical work includes providing power source for new dry cooler, support lighting and power devices around the new dry cooler, and modifications to the lightning protection system in the area of the new dry cooler. In addition, power connections to the replaced mechanical equipment on the Terminal 1 Gold Ramp parking tower and driver's training building. Consistent with Minnesota Statute, Section 473.144, MAC may not accept a bid or proposal for a contract or execute a contract in excess of $100,000 with any business unless said business is in compliance with certain requirements concerning affirmative action plans. Evidence of compliance must be submitted within (1) one MAC business day following opening of bids. Bids will be considered non-responsive if the compliance requirements are not met. Compliance requirements are outlined in the project specification. Within (1) one MAC business day following the opening of the bids, all bidders who wish to remain in competition for the contract will be required to submit the following information: 1. Refer to Information for Bidders for bid submittal requirements. Bidders will be prohibited from entering into agreements with a TGB in which the TGB promises not to provide subcontracting quotations to other bidders. A bidder's failure to show a good faith effort to achieve the specified contract goal for the participation of TGBs in the completion of this project will be grounds for finding the bid non-responsive. A bidder should contact the MAC's Contract Compliance Administrator at (612) 726-8100 for information on qualifying for the TGB program or for assistance in identifying TGB businesses. 1. The bidder's attention is called to the "Equal Opportunity Clause" included below. 2. Pursuant to Minnesota Rules 5000.3530, the goals and timetables for minority and female participation, expressed in percentage terms for the contractor's aggregate workforce in each trade on all construction work in the covered area is as follows: Goals for Minority participation in each trade Goals for Female participation in each trade State Requirements: 32% State Requirements: 20% These goals are applicable to all the contractors' construction work performed in the covered area. The contractor's compliance with Minnesota Statute, Section 473.144 and Minn. Rules 5000.3520 shall be based on its implementation of the equal opportunity clause, specific affirmative action obligations required by Minn. Rules 5000.3540, and its efforts to meet the goals established for the geographical area where the contract resulting from this solicitation is to be performed. The hours of minority and female employment and training must be substantially uniform throughout the length of the contract and in each trade, and the contractor shall make a good faith effort to employ minorities and women evenly on each of its projects. The transfer of minority or female employees or trainees from contractor to contractor or from project to project for the sole purpose of meeting the contractor's goals shall be a violation of the contract, Minnesota Statutes, Section 473.144 and Minn. Rules 5000.3520. Compliance with the goals will be measured against the total work hours performed. 3. The contractor shall provide written notification to the Compliance Division of the Minnesota Department of Human Rights within ten (10) days of award of any construction subcontract at any tier for construction work under the contract resulting from the solicitation. The notification must list the name, address, and telephone number of the subcontractor, employer identification number, estimated dollar amount of the subcontract, estimated starting and completion dates of the subcontract, and the geographical area in which the contract is to be performed. 4. As used in this notice, and in the contract resulting from this solicitation, the "covered area" where the work will be performed is Hennepin County Each bid shall be accompanied by a "Bid Security" in the form of a certified check made payable to the MAC in the amount of not less than five percent (5%) of the total bid, or a surety bond in the same amount, running to the MAC, with the surety company thereon duly authorized to do business in the State of Minnesota. Such Bid Security to be a guarantee that the bidder will not, without the consent of the MAC, withdraw its bid for a period of (70) days after the opening of bids, and, if awarded the Contract, will enter into a contract with the MAC, and in connection therewith, give Performance and Payment Bonds as required by law and on forms furnished to the Contractor by the MAC. In the event the Bidder fails to enter into a Contract, the amount of the certified check will be retained or the bond enforced by the MAC. The Bid Security of the three (3) lowest bidders will be retained until the contract is executed, but in no event longer than (70) days. The Bid Security of the lowest responsible bidder shall be retained in any event until the contract is executed and Payment and Performance Bonds furnished as herein provided. The bid of the lowest responsible bidder, provided said low bidder has made a good faith effort to meet the TGB contract goal, will be accepted on or before the expiration of (70) days after the date of the opening of bids. The MAC, however, reserves the right to reject any or all bids and to waive any minor irregularities, informalities or discrepancies.
