These Guides provide detailed instructions for online quote, bid, and proposal submission. Responses in "draft" status will not be accepted. Bids and proposals must be submitted prior to the due date and time listed in the solicitation. Questions are due NLT 3:00pm, March 3, 2023. Services required will primarily support the Public Works - Neighborhood Services Division's activities to ensure that high priority sites managed by the County (Board of County Supervisors (BOCS) maintained medians and other sites) are safe, well-kept, and sustainable. These sites are highly visible; the Contractor shall be responsible for ensuring that the sites are well maintained at all times. An inventory of current BOCS sites is listed in Attachment III.5. This inventory is subject to change. The satisfactory condition of the sites listed in Attachment III.5, and any sites added to the listing over the contract period, shall be prioritized by the Contractor over other requests made under this Contract.. While it is the County's intention to make multiple awards, Contracts will be awarded by site. A single awarded Contractor shall be responsible for all needed services at the awarded site. The Contractor shall, on an as-needed basis, provide landscaping, mowing, planting, and weed, debris, and tree control services to the County to include, but not limited to: cleaning, defining, and/or stabilizing storm drainage facilities; pruning/cutting/trimming of trees and bushes; providing lawn, weed, debris, and trash control services; and raking areas and removing brush, small trees, debris, and trash from the work site; and disposal of debris in a proper and legal manner at a County-approved facility. Contractor shall maintain grass and weed height of no more than 6 inches. Grass and weeds around sidewalks, trees, buildings, structures, signposts, roads, sidewalks, and curbs adjacent to the location shall be trimmed at the time of mowing. Trees and bushes shall be pruned/cut/trimmed per the Task Order. Cuttings, trash, and debris shall be cleared, removed from the site and any roadway or sidewalks, and legally disposed of at a County-approved facility. Gutter pans shall be trimmed and weeded as part of regular routine maintenance. Contractor shall supply all labor, tools, equipment, and materials necessary to perform the following services on as- needed basis. Services shall be performed in accordance with standard customary industry best practices unless otherwise stated herein. The Contractor shall either hold a Landscape Contractor's License or be a Virginia Certified Nurseryman. The Contractor and its employees shall perform the work in accordance with the Standardized Landscape Specifications published by Virginia Society of Landscape Designers and standard industry best practices unless otherwise required by these specifications. The Contractor shall possess and maintain in good standing a Virginia Class B or higher Contractor's license for the duration of the Contract. Bidders shall submit a copy of their Virginia Class B or higher Contractor's license with their bid. Failure to fulfill this requirement shall result in the bid being declared non-responsive. Failure to maintain the appropriate license for the duration of the contract shall result in termination of the Contract. The Contractor shall obtain any necessary licenses and permits, and for complying with any applicable Federal, State, and County laws, codes, ordinances, requirements, and regulations, in connection with the performance of the work, without additional expense to the County. The Contract Administrator will determine the work site with regard to services described in these specifications. If there is any ambiguity over boundary lines for the lot that the Contractor is to service, the Contractor shall contact the Contract Administrator for an on-site demonstration prior to beginning any work. The County may renew this Contract for four (4)successive one year periods under the terms and conditions of the original Contract except as stated below. Price increases shall be negotiated only at the time of renewal. Upon receipt of the Contractor's request, the County shall decide to approve or adjust the requested price increase based upon its investigations and the information provided by the Contractor. The Contractor will receive written notice of the County's intent to renew the contract approximately 60 calendar days prior to the expiration date of each Contract period. If the County elects to exercise the option to renew the Contract for an additional one-year period, the Contract price (s) for the subsequent renewal period shall not exceed the Contract price(s) of the previous renewal period increased/decreased by no more than the percentage increase/decrease of the applicable category of the CPI-U section of the Consumer Price Index of the United States Bureau of Labor Statistics for the latest 12 months for which statistics are available. The request for a change in pricing shall include, at a minimum, (1) the cause for the adjustment; (2) the previous line item price and the new requested price; and, (3) documentation to support the requested adjustment (i.e., appropriate Bureau of Labor Statistics index), change in manufacturer's price documented on manufacturer letterhead, etc. In return for the services identified in this Contract, and subject to the "Termination for NonAppropriation of Funds" clause, the County certifies that sufficient funds are budgeted and appropriated and shall compensate the Contractor in accordance with the Pricing. The Contractor shall repair, at its sole expense, any damage to existing utilities, equipment, or finished surfaces resulting from the performance of this Contract to the County's satisfaction.
