The City of Laguna Beach (CITY) invites qualified consultants to submit proposals to provide professional engineering and environmental consulting services for proposed improvements to Laguna Canyon Road, State Highway SR-133, from approximately 1000' s/o Canyon Acres Drive to El Toro Road, to enhance pedestrian and bicycle circulation, transit, and roadway safety by undergrounding the existing overhead utilities and constructing key improvements. All questions related to this RFP shall be in writing and directed to Thomas Perez, Assistant Director of Public Works, at tperez@lagunabeachcity.net no later than 5:00 PM, Monday, March 13, 2023. Questions received after this date may not receive a response from the CITY. Responses to all questions received by the deadline above will be provided to all interested firms by 3:00 PM, Thursday, March 16, 2023. The CITY will be the sponsor agency through a cooperative agreement with the California Department of Transportation (Caltrans) to provide Project Approval and Environmental Document (PA&ED) for the Laguna Canyon Road Improvement project (Project). Caltrans District 12 will provide oversight of the PA&ED process. The proposed roadway improvements have been identified and preliminarily studied in a Project Study Report-Project Development Support (PSR-PDS) prepared by HDR Engineering, Inc. on behalf of the CITY and approved by Caltrans on September 27, 2022. At the request of the CITY, Southern California Edison (SCE) has begun the design of the utility undergrounding portion of the project. The underground design will be underway at the same time the PA&ED is being prepared. The CITY is requesting proposals from qualified firms to develop the PA&ED and to coordinate the design efforts with Southern California Edison (SCE) and various telecommunication utilities to underground the existing overhead utilities within the project limits.
