Short Description: UND is soliciting proposals for a ground lease of a part of the Ray Richards Golf Course in Grand Forks, ND for the purpose of allowing a mixed-use redevelopment of the site. Approved bidders on the North Dakota State Bidders List are hereby given notice that the University of North Dakota intends to post a solicitation, pursuant to North Dakota Century Code (N.D.C.C.) 54-44.4-13. Senior Facilities Procurement Officer: Sam Bales Phone: (701) 213.9382 Email: s.bales@und.edu All Proposals must include: - Demolition of the existing club house and costs associated should be included within the development. - Solutions for: o Space to sell Green Fees for the existing Ray Richards Golf Course -"Pro-Shop" is not necessary as UND does not intend to sell anything more than basic golf supplies. o Public restrooms during course hours of operations. - Could be shared with other retail components. - Replacement/relocate maintenance garage(s), approximately 4500 sqft with 50% climate controlled and a minimum ceiling height of 12 feet for a maintenance lift. Proposals must include the combined 12.75-acre 2CD site however, a defined "phased" approach for the development/ground lease will also be considered. All proposals will include design, financial, and partnership Proposal and will serve as the basis of negotiation between UND and the firms before a final developer selection is made. Revenues generated from the ground lease(s) established for the above described sites will be dedicated to improvements and the ongoing upkeep and enhancements for Ray Richard's Golf Course and its immediate area. Ray Richard's 2CD site is bounded by privately owned Meadow Drive Town Homes to the south, South 34th Street to the east, DeMer's Ave to the north, and Ray Richard Golf Course to the west (see Figure 2). The parcel is owned by UND. Given the site's location adjacent to Interstate 29, UND's core campus, Altru's nearby medical campus, and Ray Richard's Golf Course itself, the University believes this is an ideal development site. Firms should assume that the P3 development site 2CD would be up to approximately 12.75 acres (~560,000 square feet). Any development including a residential component, (it would be anticipated that the residential components of the project would be attractive to UND undergraduate and graduate students and potentially faculty and staff) the University would maintain an "arm's length" relationship with the project(s) as they relate to any leasing strategy and occupancy targets. Per North Dakota State Board of Higher Education (SHBE) policy, the possession, sale, service, use, or consumption of alcoholic beverages upon land or in buildings at institutions under control of the SHBE is prohibited, except as authorized by the institution's president. Two existing PUDs on campus - West Campus (where the Hilton Garden Inn is located) and University Village (the area surrounding Ralph Engelstad Arena) - permit the possession, sale, service, use, and consumption of alcoholic beverages within the buildings located on their respective land areas. Developers should expect that it is anticipated that the proposed new PUD overlay for the entire University campus (detailed below) will allow for the same.
