The purchase of CFC Showers allows the City to relocate the headquarters and offices of the Bloomington Police Department (BPD) and the administration offices of the Bloomington Fire Department (BFD) into a unified Public Safety component as part of City Hall. The new location will provide new and much-improved facilities to employees of BFD and BPD, important opportunities to collaborate among the various public safety components, enhanced collaboration with other City Hall departments, opportunities for future expansion, and greater ease for the public when engaging with public safety-related questions or issues. The City is issuing an RFQu to identify qualified firms that could: (1) design the renovations needed to enable BPD and BFD to operate fully and successfully in the historic Showers building and to realize the benefits of relocation described above while remaining within budget (2) develop the necessary accompanying construction plans (3) provide the necessary supervision, oversight and coordination during the construction phase (4) coordinate with public safety and City leadership and administration throughout the project; and (5) maintain appropriate engagement with stakeholders, the public, and the Common Council throughout the project The City seeks a statement of qualifications (SoQ) from firms interested in providing such services and anticipates selecting a qualified firm from among the recipients. The City seeks a firm to begin work in March 2023. The City may retain separate construction management services. This RFQ is not intended to be an offer, order, or contract and should not be regarded as such, nor shall any obligation or liability be imposed on the City by issuance of this RFQ. A contract would only be negotiated if the City selects a qualified firm to perform the services described herein.
