This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01. 1. Solicitation Number: W911S2-23-U-OVHD 2. Solicitation Issue Date: 21 February 2023 3. Contract Specialist: Cody Bresette, 4. Quote Due Date/Local Time: 8 March 2023 by 10:00 am EST. All quotes must be submitted electronically to cody.a.bresette.civ@army.mil by the quote due date above. The email subject field shall contain the solicitation number. The email body shall include the Contractor name, address, phone number, and email address. PAPER COPY QUOTES WILL NOT BE ACCEPTED. 5. Reserved. 6. Questions: All questions shall be in writing and e-mailed to cody.a.bresette.civ@army.mil. Questions concerning this solicitation will be accepted up to 10:00 am EST on 17 January 2023. GENERAL: If there is conflict among any law, regulation, specification, standard, or policy, the most stringent will apply. The following provisions shall apply to the performance of work under this contract: 1.1. SCOPE OF WORK: The Contractor shall provide all labor and resources necessary to perform preventative maintenance on (33) vertical lift hangar doors and (5) sliding hangar doors located at P-2050, P-2060, P-2070, P-2072, P-2074 and 19710 and (2) tip-up hangar doors located at P-2049 on the airfield Fort Drum, NY. All vertical hangar doors, sliding hangar doors and tip-up hangar doors shall be inspected during the base year and option one, two, three, and four. In the event of a national emergency this contract shall have the capability to be surged (ie: increased staff/hours) If a surge were to occur a new price would be negotiated during the surge time only. QUESTIONS: All questions shall be in writing and e-mailed to cody.a.bresette.civ@army.mil. Questions concerning this solicitation will be accepted up to the Close of Business (3:30 PM EST) on 24-FEB-2023. Fort Drum does not commit to providing responses to questions submitted after this date; however, attempts to answer questions will be made. 1.2. HOURS OF OPERATION: Contractor operating hours shall be consistent with normal core duty hours of Fort Drum unless otherwise directed by the Contracting Officer (KO) or the Contracting Officer Representative (COR). Normal core duty hours are 7:30 AM - 4:00 PM, Monday through Friday, excluding Government holidays. Certain restrictions apply to designated Physical Training (PT) areas on Fort Drum during PT hours. 1.3. CONTRACTOR PERSONNEL: For the purpose of this contract, the term "Contractor personnel" applies to all Contractor employees, subcontractor employees, or any other person(s) acting for or on behalf of the Contractor to perform work on this contract.
